City Of Minneapolis-Human Resources Data Engineer II in Minneapolis, Minnesota

Position Description This position is currently restricted to City of Minneapolis employees that currently work in the Information Technology Department To act as the principal data engineer for the City. The role will define long-term strategic goals for City of Minneapolis database environments, including architecture vision and standards. Work Location This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office. The City of Minneapolis does not sponsor applicants for work visas. Job Duties and Responsibilities Provide database design direction and provide leadership in sprints and continuous delivery efforts. Participate in the definition and implementation of database-related goals, objectives, policies and priorities; Recommend and implement resulting policies and procedures. Ensure adherence to database best practices, coding standards, and quality assurance policies and procedures. Promote data management methodologies and standards. Stay abreast of new database trends, technologies and innovations. Define long-term strategic goals for City of Minneapolis database environments, including architecture vision and standards. Collaborate with project managers and business unit leaders for all projects involving enterprise data. Partner with core business line subject matter experts to design and architect solutions that align with business priorities. Define and develop recommendations for improving reliability, quality, and efficiency of databases and data processing frameworks and implement changes Design and implement the data acquisition strategy with the right toolset (ETL, Streaming, etc.) Identify ways to improve data reliability, efficiency and quality. Use large data sets to address business issues. Utilize BI tools to profile data. Deliver updates to stakeholders based on analytics. Designs and develops complex and large-scale data structures and pipelines to organize, collect and standardize data to generate insights and addresses reporting needs. Writes complex ETL (Extract / Transform / Load) processes, designs database systems and develops tools for real-time and offline analytic processing. Develop frameworks, standards & reference material for architecture and associated products. Designs data marts and data models to support Data Science and other internal customers. Behaves as mentor to junior team members to provide technical advice. Uses advanced programming skills in Python or any of the major languages to build robust data pipelines and dynamic systems. Integrates data from a variety of sources, assuring that they adhere to data quality and accessibility standards. Experiments with available tools and advises on new tools in order to determine optimal solution given the requirements dictated by the model/use case. Required Qualifications Minimum Education Bachelor's Degree in Computer Science, a related field or equivalent Minimum Experience 10 or more years of experience in developing, documenting, and communicating data architecture and strategy as well as experience in building data warehouses and data lakes Selection Process The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process. Background Check The City has determined that a criminal background check and/or qualificati ns check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Union Representation This position is represented by a collective bargaining agreement between the City of Minneapolis and the Minneapolis Professional Employees Association (MPEA). Eligible List Statement The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire two months after it has been established. Interview Selection The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position. Knowledge, Skills and Abilities Considerable knowledge of data as related to development, maintenance, and support of data warehouses. Strong problem-solving skills. Broad knowledge of data design standards and best practices, ETL, business intelligence, analytics; municipal geographic information concepts, data types and definitions. Good knowledge of City administrative structures, policies and procedures related to data practices, and technology. Knowledge of IT data management and development life cycle methodologies. Good negotiation skills, research skills, analytical skills, and verbal and written communication skills. Contract management knowledge and ability. Ability to confront issues, manage competing priorities and meet deadlines; and ability to work collaboratively with all levels in the organization, and able to work independently.
