Summary This position is located at the Minneapolis VA Health Care System within the Facilities Management service line. The employee will perform the full range of mechanical duties, including inspection, maintenance, repair, overhaul, modification, and fabrication of VA-owned gasoline and diesel-powered vehicles and equipment. Responsibilities Major duties listed but not limited to: Order parts and materials to maintain stock for efficient operation and effective preventive maintenance of VA equipment Design and build modifications or alterations to existing equipment as needed Make repairs to major components and assemblies, such as engines, transmissions, and differentials Repairs electrical, electronic, hydraulic, pneumatic, and other nonmechanical systems which have a functional relationship and effect on the operation of mechanical systems Uses a wide variety of test equipment such as test panels, dynameters, oscilloscopes, and exhaust analyzers, as well as visual and listening checks to trouble-shoot (trace and locate) defects and determine the type and extent of repair needed Aligns, meshes, and connects repaired units to related mechanisms, for example, the engine and related clutch mechanism Hooks up fuel, oil, hydraulic, and electrical systems to repaired units, and adjusts to assure proper operation of units Work Schedule: Monday-Friday, 7:30 a.m. - 4:00 p.m. (work hours may be further discussed during the interview) Telework: Not available Virtual: This is not a virtual position Position Description Title/PD#: Heavy Mobile Equipment Mechanic/PD60809-0 Critical Skills Incentive (CSI): Not approved Relocation/Recruitment Incentives: Not authorized Permanent Change of Station (PCS): Not authorized Financial Disclosure Report: Not required Bargaining Unit Position: Yes, AFGE/1272 The VA Midwest Health Care Network advocates for a Whole Health System of care in each of the Medical Centers. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/17/2024. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Related experience includes but not limited to: perform mechanical duties to include inspection, maintenance, repair, overhaul, modification and fabrication of gasoline and diesel powered vehicles and equipment; operate various shop equipment such as drill press, engine lathe, electrical test equipment and measuring tools; check, inspect and service equipment by changing the oil, greasing, checking batteries and electrical systems; and plan the daily sequence of maintenance operations as they pertain to the mechanic shop. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: You will be asked to participate in a pre-employment examination or evaluation as part of the pre-employment process for this position. Working Conditions: Works inside where it is drafty and noisy, and fumes from vehicles are usually present. Must frequently stand on hard surfaces for long periods of time. There are times when employee must crawl under vehicles and make repairs while on hard, usually damp, surfaces. Occasionally required to perform repairs outside, sometimes in bad weather. Dirt, dust, and grease are always present. Vehicle fluids, such as battery acids and hydraulic fluids, may cause burns or irritate the skin. There is frequent exposure to the possibility of cuts, bruises, shocks, burns, and strains. Education There is no educational substitution at this grade level. Additional Information Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
