City Of Minneapolis-Human Resources Project Coordinator in Minneapolis, Minnesota

Position Description This position exists to coordinate weatherization and energy-efficiency improvements at residential properties across Minneapolis, with an emphasis on servicing low-income residents. The position will connect property owners and residents to home energy audits, provide support to interpret the audit findings, review recommendations with the property owner and residents and coordinate contracted services to carry out energy and weatherization improvements. The City of Minneapolis does not sponsor applicants for work visas. Job Duties and Responsibilities Administer project or program activities, including: Coordinate renovation services for residential properties related to energy efficiency and weatherization improvements. Provide leadership in development and delivery of outreach and educational programs and materials. Coordinate planning, development, and implementation of programs including development of standards, regulations and appraisal systems. Support development and administration of budgets and contracts. Make referrals to energy audit firms to conduct energy audits at residential properties. Refer property owners to additional programs for other health & safety or code compliance repairs. Work with stakeholders related to the climate legacy initiative to educate and promote the programs, including attending meetings and preparing letters. Respond to questions from the public, elected officials, supervisors and team members about climate legacy. Coordinate partnership activities with both external and internal stakeholders that help achieve the goals of the project or program. Coordinate planning, development, and implementation of programs including development of standards, regulations and appraisal systems. Provide leadership in development and delivery of outreach and educational programs and materials. Prepare and make presentations to groups, citizens, elected officials, staff, and act as a liaison regarding project/program activities. Participate in developing proposals, revision to rules, regulations, ordinances, and other formal documentation for the review and approval of elected officials, and other governing bodies. Support development and administration of budgets and contracts. Manage operational activities of the program or project, including record keeping, computer applications, grantor reporting, etc. Participate in and coordinate others engaged in grant seeking and grant proposal development. Manage and maintain formal monitoring systems to ensure compliance with standards. Oversee the collection and organization of information for reports, case studies, and other documentation related to the project or program managed. Participate in Public Health Emergency Preparedness planning, training and response as needed when assigned to the Health Department. WORKING CONDITIONS: Position will be split between field and office Required Qualifications Minimum Education: Bachelor's Degree in biology public health, environmental health, industrial hygiene or construction, housing inspection technology, housing, climate studies, environmental management, urban studies or equivalent. Minimum Experience: Three years performing duties similar to those described above. Equivalency: An equivalent combination of education and experience closely related to the duties of the position MAY be considered. Licenses/Certifications: Drivers License Desired: Building Science Principles, Energy Auditor, Healthy Homes Evaluator, BPI Rater Selection Process: The selection process will consist of a rating of relevant education and experience (100%). Only those candidates who attain a passing score (70%) on each step in the s lection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process. Background Check: The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Drug and Alcohol Testing: All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position. Developed writing skills and knowledge of contract and grant proposal preparation. Ability to read and interpret official specifications, regulations, ordinances, etc. Good analytical skills. Strong verbal communication skills. Is motivated to work both independently and within a team. Ability to interpret construction work specifications. Excellent oral and written communication skills. Ability to be objective and effectively handle difficult situations. Ability to be flexible and think critically in a variety of situations. Comfortable working with a variety of clients including private citizens, department colleagues, City colleagues, elected officials, federal agencies and community organizations. Proven history working effectively with stakeholders from various geographic, economic and racial backgrounds. Comfortable speaking to clients through telephone and in-person translation. Knowledge of techniques and procedures essential to conducting various environmental health and safety inspections, investigations and enforcement activities. Ability to interpret and explain code requirements clearly in technical and non-technical language. Ability to communicate complex issues with a wide range of people.
