THE POSITION

The Department of Transportation is actively looking to hire an Assistant Traffic Supervisor-Signals for Lycoming County. This role is pivotal in managing, directing, and overseeing all operations within the Signal Section, which encompasses Intelligent Transportation Systems (ITS) and Congestion Management initiatives. The individual in this position will take charge of various responsibilities, including the oversight and coordination of ITS infrastructure and asset management, as well as managing signals and lighting systems, ensuring compliance with ADA standards, and coordinating roundabout projects. Furthermore, this role will provide essential support to the Design, Maintenance, and Construction teams, focusing on ITS operational procedures, conducting signal safety assessments, reviewing highway and bridge lighting plans, assisting with signal design, and inspecting highway lighting poles in line with strike-off letters. DESCRIPTION OF WORK

In this role, you will offer support to county maintenance organizations regarding signal-related matters, including aspects such as loop quantities and their respective locations.

You will be responsible for overseeing and coordinating processes by collaborating closely with the District Permits Manager to ensure timely reviews of Traffic Impact Studies. It is essential to complete planning and programming tasks promptly to align with the letting projections for the upcoming calendar year. Your participation in project development will be crucial, as will your efforts to enhance incident management coordination by revising the ITS operating procedures outlined in the emergency operations manual, along with providing annual training. Additionally, you will be tasked with developing and maintaining standard operational procedures for Intelligent Transportation Systems (ITS), particularly concerning message boards, and ensuring that training is delivered effectively. A quarterly review of the new Regional ITS Maintenance Service Contract for Interstate ITS Devices will also be part of your responsibilities, along with updating, renewing, or creating new agreements or contracts to prevent any service interruptions.

In the realm of ITS Infrastructure and Asset Management, you will coordinate routine maintenance and repairs under the Regional ITS maintenance service contract for District 3-0 ITS devices, while also monitoring the uptime of these devices on a weekly basis. Your support for district incident command will involve providing annual training for District and County staff on ITS devices, particularly in preparation for significant weather events. It is imperative to ensure that each county maintenance organization is equipped to operate message boards by delivering annual training to their staff. Furthermore, you will be responsible for providing a semi-annual status report to ADE-M and DTE, as well as ensuring that ITS Device Access Security Procedures are effectively communicated to county organizations and regularly reviewed for compliance.

In terms of customer service, you will be expected to address all customer inquiries within the designated timeframe, specifically responding to Signal Safety Reviews and concerns within 14 calendar days of their submission.

Your responsibilities will also include the development of lighting plans along with ownership and maintenance agreements. You will create signal plans, signal permits, and signal ownership and maintenance agreements. Additionally, you will provide signal design support for Section 715 (LCSIP) and Section 148 (HSIP) projects as needed, ensuring that safety funding allocations are utilized or encumbered by their respective deadlines. Regular reviews will be an integral part of your duties to maintain compliance and efficiency in these areas.

  • Full-time employment
  • Work hours are 7:30 AM to 3:30 PM, Monday - Friday, with 30-minute lunch.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

*QUALIFICATIONS* *Minimum Experience and Training Requirements:*

  • One year as a Traffic Control Specialist. *or*

  • Two years of technical experience in traffic control work; and a Bachelor's Degree in mathematics, civil engineering, or a closely related field. *or*

  • Any equivalent combination of experience and training.

  • This particular position requires possession of a valid Class C Driver's License.
