Naval Sea Systems Command ADMINISTRATIVE/TECHNICAL SPECIALIST in Naval Base Newport, Rhode Island

Summary You will serve as a ADMINISTRATIVE/TECHNICAL SPECIALIST in the Business Operations Office of Naval Base Newport, RI NAVUNSEAWARCENDIV NEWPORT RI. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-2 pay band encompasses positions equivalent to GS-5 through GS-8; the NT-3 pay band encompasses positions equivalent to GS-9 and GS-10. Responsibilities You will report directly to and receive direction by the Director of Business Operations, Code 1501. You will provide general program or administrative support of Special Projects to the Sensors and Sonar Systems Department’s Senior Leadership Team. You will serve as a Technical Advisor on the Department's business operations contract and will be responsible for providing on-going direction, guidance, support, and communication on a variety of administrative services. You will be responsible for cataloging and fulfilling material requests, generating reports, conducting media inventory, processing transmittal requests, and submitting disposal requests of the Code 15 media center. You will interface and coordinate with the Contracting Officer Representative on any issues or business related contract matters pertaining to the business operations contract. You will provide oversight and instruction to department administrative staff on the mailing and distribution of mail. You will review or draft correspondence and check for completeness, propriety, adequacy and compliance. You will coordinate the acquisition of supplies and equipment, and conduct continual assessments to ensure the property and supplies are safeguarded and disposed of timely and properly. You will provide logistical support for meetings and conferences. You will prepare presentations, briefing materials, papers, reports and responses for the Senior Leadership Team. Requirements Conditions of Employment Qualifications TO QUALIFY FOR NT-3: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-2 (GS-05 through 08 equivalency) pay band in the Federal service or equivalent experience in the private or public sector: analyzing or evaluating business operations or programs to provide administrative support or guidance on a variety of administrative services for the support of senior leadership and the improvement of program operations. TO QUALIFY FOR NT-2: Your resume must demonstrate at least three years of general experience that includes one year of experience equivalent to the next lower pay band NT-01 (GS-01 through 04 equivalency) in the Federal service or equivalent experience in the private or public sector: gathering data; conducting research; administering and tracking program requirements. General experience shows the ability to 1) Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; 2) Plan and organize work and; 3) Communicate effectively orally and in writing. Education TO QUALIFY FOR NT-3: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: A master's or equivalent graduate degree; OR Two full years of progressively higher level graduate education leading to a master's or equivalent graduate degree; OR An LL.B. or J.D., if related to the position being filled; OR A combination of experience and graduate education as described above that equates to one year of experience. TO QUALIFY FOR NT-2: In lieu of general experience, you may qualify with the following education or combination of both education and experience: Successful completion of a full four-year course of study leading to a bachelor's degree; OR A combination of experience and education as described above that equates to one year of experience.
