Job Description: METER SERVICE TECHNICIAN CLASS NO. 720 EEOC CATEGORY: Service-Maintenance PAY GROUP: FLSA: Nonexempt SUMMARY OF POSITION Maintains city gas, and water meters, and operates manual and AMI meter reading equipment. Installation of residential water and gas meters. Manages daily consumption and continuous water usage reports, verifies leaks, and makes repairs as necessary. Disconnects and reconnects water and gas services, and ensures water and gas meters are in working order. ORGANIZATIONAL RELATIONSHIPS 1. Reports to: Utility Billing Manager 2. Directs: This is a non-supervisory position. 3. Other: Has contact with other city employees, direct customer contact, contractor the general public, and contractors EXAMPLES OF WORK Essential Duties* Keep water and gas meters in working order Manages daily consumption and continuous water usage reports, verifies leaks, make repairs Disconnect and reconnect water and gas services Repairs and replaces residential water and gas equipment as needed. Operates 1/2 to 3/4 ton vehicles, hand tools, computers, tablet, various computer software Maintains needed warehouse stock of residential water and gas meters and associated equipment. Locates, sets, repairs and maintains water meter boxes Receives and responds to customer complaints, resolve or recommends appropriate action Performs leak testing of residential equipment/utilities. CLASS NO. 720 (Continued) Performs monthly disconnects for non-payment and NFS of services. Maintains records of work performed Assists Billing front counter when needed. Assists other departments as needed when possible. Assists other utility divisions as needed and assigned; Other Important Duties* Performs such other related duties as may be assigned. REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of: methods, practices, equipment, and hand tools used in the safe handling of chlorine and natural gas; and the safe operation of light equipment and hand tools for the provisions of the Texas Motor Vehicle Code relating to the operation of such motorized equipment. Skill/Ability to: service and make repairs to water, gas, and wastewater meters, applying safety standards to prevent hazards; learn location of meters and how to read various types; understand and follow instructions; make simple mathematical computations; establish and maintain effective working relationships with co-workers; deal effectively with the public in stressful situations; tolerate outside working conditions, including exposure to adverse weather conditions; and maintain appropriate necessary certifications, Texas driver's license applicable to job responsibilities and good driving record. ACCEPTABLE EXPERIENCE AND TRAINING High school graduation, or its equivalent, plus at least three years of experience in utility services (Water, Wastewater, and Natural Gas Rules and training is preferred); or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. CERTIFICATES AND LICENSES REQUIRED Appropriate Texas driver's license. A Class C Groundwater and Wastewater operator Certification preferred and will be needed within the time frame below from the Texas Commission on Environmental quality. Natural Gas Qualifications will also be needed to work on a Natural Gas Pipeline system. Potential non licensed applicants must be able to obtain a D Groundwater license within the first year, a D wastewater operator license the second year and the ability to obtain a C Groundwater and wastewater operator before the D license expires.
