Craven County Government Opioid Program Manager (11029) in New Bern, North Carolina

Primary Purpose

Performs advanced professional program management work in connection with national opioid settlement funds and Craven Countys activities designed to prevent opioid overdose deaths to include those required by the Memorandum of Agreement Between the State of North Carolina and Local Governments on Proceeds Relating to the Settlement of Opioid Litigation (NC Opioid Settlement MOA).

Responsible for providing leadership and oversight for the day-to-day administration, operations, and activities of Craven Countys Opioid Epidemic Response program designed to prevent opioid overdose deaths. This includes collaborative strategic planning, program development, administration, budgeting, implementation, evaluation, and reporting. This position works under the general direction of the Human Resources Director and supervises the Opioid Outreach Coordinator.

Essential Functions

  • Develops and implements the Craven County Opioid Epidemic Response programs approved initiatives and strategies.
  • Serves as the lead Opioid Epidemic Response community liaison and attends and participates in assigned committee meetings.
  • Serves as Craven Countys primary contact for opioid program related matters.
  • Leads opioid related collaborative strategic planning efforts on behalf of Craven County.
  • Identifies opportunities for integration and collaboration; and develops critical relationships with internal and external partners, including community-based organizations, coalitions, the health department, sheriffs office, service providers, CarolinaEast Medical Center, and others.
  • Supports collaborative strategic planning efforts of relative community partners.
  • Ensures compliance with NC Opioid Settlement MOA requirements within specified timeframes.
  • Develops and monitors program budgets and expenditures; manages and leads the reporting of all related grants and/or contracts.
  • Responsible for preparing and submitting Local Spending Authorizations and reports.
  • Assists Craven County Finance in meeting the Annual Financial Report requirement stipulated by the NC Opioid Settlement MOA.
  • Composes and evaluates requests for proposals (RFPs) and makes recommendations for award of contracts and funding; monitors contractors for compliance with contract provisions and coordinates the contract reconciliation process.
  • Conducts data analysis.
  • Uses measurement and analytical tools to track and report outcomes on the impact of outreach efforts and spending and evaluates effectiveness of efforts.
  • Evaluation tasks include quantity, quality and impact measures.
  • Develops and submits the Annual Impact Report required by the NC Opioid Settlement MOA.
  • Stays abreast of developments in the field and evidence-based best practices through participating in listservs, researching other community programs, and regularly reviewing MorePowerfulNC, CORE-NC, and participating in opioid settlement program activities offered by the North Carolina Association of County Commissioners.
  • Communicates Opioid Epidemic Response program information through a variety of media and methods.
  • Creates messages; responds to media queries, drafts press releases, public service announcements, publications, advertisements, billboard ads, digital ads, social media posts, brochures, and other written materials to disseminate information.
  • Composes and presents program reports to various audiences.
  • Supervises Craven Countys Opioid Epidemic Response social media and website presence.
  • Ensures a wide variety of content is posted, content is accurate and up to date.
  • Evaluates the effectiveness of marketing, advertising and social media campaigns.
  • Establishes and maintains cooperative relationships with representatives of community partners and coordinating activities with other agencies and private organizations to enhance program activities and service availability. Identifies nd pursues opportunities for additional resources and program expansion.
  • Develops and executes presentations and conducts outreach activities to a variety of public and private groups and organizations on County programs and services.
  • Makes presentations to organizations to cultivate support and awareness for Craven Countys Opioid Epidemic Response initiatives.
  • Prepares special reports, projects, agency displays and exhibits.
  • Responds to requests for information from interested parties.
  • Supervises the Information and Communication Specialist II.
  • Ensures program and staff comply with appropriate county policies.
  • Maintains accurate records and files.

Minimum Education and Experience

  • Graduation from an accredited four-year college or university with a major in public health education and promotion, public health, health administration, behavioral health, human services or related field and four years of progressively responsible experience with managing, developing, planning, coordinating, and evaluating complex programs with multiple funding sources;or
  • Masters Degree in public health education and promotion, public health, health administration, behavioral health, human services or related field and two years of progressively responsible experience with program management, planning, coordination, development and evaluation or an equivalent combination of education, training or experience
  • Experience relative to the opioid epidemic or substance use prevention, treatment, harm reduction, and recovery preferred

Knowledge, Skills and Abilities

Thorough knowledge of the principles and practices of program management in public health, behavioral health, or human services especially as relates to the opioid epidemic and substance use, prevention, treatment, harm reduction, and recovery.

Thorough knowledge of public health, behavioral health, or human service program evaluation, measurement, and reporting techniques.

Thorough knowledge of effective communication techniques.

Considerable knowledge of methods and techniques of information dissemination.

Considerable knowledge of principles and practices of supervisory and work management techniques to include recruiting, hiring, onboarding, training, motivating, evaluating, coaching, and disciplining employees.

General knowledge of county government and budgeting.

Ability to use discretion and independent judgment, strong policy analysis techniques, strong initiative, analytical, and problem-solving skills.

Ability to prioritize and organize multiple complex projects, delegate, and build consensus.
