The Southeast Louisiana Flood Protection Authority - East (SLFPA-E) operates the regional flood control system and associated facilities in St. Bernard Parish, east-bank of Orleans Parish, and the east-bank of Jefferson Parish within its control in order to protect lives and property from tidal flooding by natural weather events

The incumbent will work under the supervision of the Levee Foreman A, Levee Foreman B, Levee Foreman C, Maintenance Superintendent, Operations and Maintenance Coordinator or the Maintenance Regional Director.

NOTE REGARDING THE ADVERTISED PAY:

This position participates in a Career Progression Group (CPG) and may be filled as a Mobile Equipment Operator 1-2. The level at which the vacancy is filled will be determined by the qualifications of the candidate selected. This position provides the opportunity to advance within this job series.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

One year of experience in mobile equipment operations.

NOTE:

May be required to possess a valid Louisiana driver's license or commercial driver's license.

Job Concepts

Function of Work:

To operate mobile equipment (such as that enumerated below) to accomplish transportation, maintenance, or construction tasks.

General from a Foreman or other higher level maintenance, supervisory, or administrative personnel.

May exercise functional supervision over lower graded equipment operators or laboring personnel.

Job Distinctions:

Differs from Mobile Equipment Operator 1 by the requirement to operate mobile equipment that is larger or has more complicated operating and handling characteristics.

Differs from Mobile Equipment Operator 1--Heavy by the restriction to primary operation of equipment that is lighter and/or less complicated to operate.

Examples of Work

The incumbent in this position performs a physical effort to accomplish a variety of tasks in the Maintenance Departments of the SLFPA-E, as follows:

70% - Cuts and trims grass within the SLFPA-E’s Right-of-Way.

Operates one or more of the following types of equipment as a primary, regular and recurring function of the job: field tractors with power ratings up to and including 125hp; tractors which may be equipped with attachments such as bush-hogs, belly attachment, blades, loaders, hoes, flail mowers, brooms and gang mower up to 21 feet across, etc.; forklifts with lifting capacity over 10,000 lbs. or lift height over 12 feet; if incumbent has a current Class A CDL license, may be required to operate bobtail and/or tandem dump trucks with rating capacity of 12 yards or less.

May operate front end-loaders, dump trucks and other equipment in the SLFPA-E’s Right-of-Way.

Required to operate any equipment enumerated for the Mobile Equipment Operator 1, Mobile Equipment Operator Light and/or Laborer when necessary to accomplish work objectives.

Makes minor repairs to equipment and performs user maintenance necessary to keep equipment in clean, good working order.

15% - Removes of trash and debris from the SLFPAE’s Right-of-Way.

10% - Performs miscellaneous labor duties such as cleaning of maintenance yard, washing vehicles, trimming trees, graffiti removal, sand-bagging where problems develop. May perform incidental repair and construction tasks such as installation of guard rail, fencing, fender systems and cabling at moveable bridges and other structures. May assist with training and guidance of other newly hired Mobile Equipment Operator 1’s, Mobile Equipment Operator Light’s and Laborers.

Works with weed eaters, chainsaws, pole saws, and various other hand tools to remove weeds, grass, brush and trees from levees and the properties owned and maintained by the SLFPA-E.

5% - Fills and handles sandbags as required.

Provides guidance to and oversees work of lower graded operators and laborers, as required.

The incumbent will perform any and all related duties as required or assigned.

The incumbent must have a valid “E” driver’s license.

Class D Chauffers’ or Class A CDL is preferred for this position.

NOTE: SLFPA-E is an emergency-oriented agency. Part of the SLFPAE’s mission is to protect the residents of the east-bank of Jefferson Parish, St. Bernard Parish and the east-bank of Orleans Parish from tidal surge, wind-driven water and river flooding.

In emergencies during Mississippi River flooding and Hurricane / Tropical Storm events, the incumbent will be on call and must report for duty if so required, remaining on duty in such situations until released from duty by the Appointing Authority.
