Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $140-000 - $150,000.

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.

The Deputy Director will be assigned to the ACS Office of Equal Employment Opportunity (OEEO) and report directly to the EEO Officer. The Deputy Director will be responsible for assisting the EEO Officer in ensuring compliance with federal, state, and city employment laws, which prohibit workplace discrimination, through the implementation of the agency's EEO complaint and investigation procedures. The Deputy Director will assist the EEO Officer in the management of all aspects of EEO operations, including ensuring the timely review, analysis, and assignment and resolution of cases and reasonable accommodation requests pursuant to the NYC Equal Employment Opportunity Policy and Reasonable Accommodation Procedural Guidelines.

Responsibilities of the EEO Deputy Director will include, but are not limited to, the following:

  • Conduct introductory orientation trainings for new employees and conduct more in-depth trainings for managers and line employees, including Respondents in inquiries and substantiated investigations, as needed.

  • Communicate with ACS line-level and senior staff to provide EEO policy information, record complaints, resolve conflicts, address emergencies and answer management’s questions; correspond with various divisions to ensure the implementation of various NYC mandates, Executive Orders and initiatives.

  • Assist and provide guidance to EEO staff in evaluating reasonable accommodation requests in consultation with division management for final review and determination by the EEO Officer/Director.

  • Draft reports for final review by the EEO Officer, including quarterly and annual DCAS statistics and reports; the annual DCAS Diversity EEO Plan; and the monthly reports to the Commissioner.

  • Conduct intake discussions and provide feedback to staff; prepare files for the EEO Officer’s review; conduct follow-up investigations; and update staff on next steps.

  • Assisting with the oversight of complex and confidential investigations into allegations and complaints of employment discrimination.

  • Investigate high profile and complex discrimination complaints.

  • Maintain and monitor the inquiry and case logs to track case progress.

  • Research EEO best practices and requirements, as needed.

  • Represent EEO at internal and external meetings, as needed.

  • Cover for EEO staff, including the EEO Officer, as needed.

  • Upon the EEO Director’s request, the Deputy Director will also perform other duties as necessary.

Qualifications

Admission to the New York State Bar; and four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work.

Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
