Summary:

Manages the development and advancement of planning concepts and studies, overseeing staff and consultant work on transportation planning and system development, conceptual planning, transit improvements, access to transit, and in support of other agency initiatives.

Roles and Responsibilities:

  • Manages planning and conceptual development for transit facilities and corridors, transit access improvements including parking, bicycle and pedestrian access, transit-friendly development and other initiatives.

  • Manages staff and consultants, coordinates with other departments and external parties as required to advance transportation planning work.

  • Responsible for ensuring that plans and designs address operational needs, business needs, agency priorities and interests, and/or mobility goals.

  • Prepares scopes of work, task descriptions, cost estimates, budgets, schedules and required reporting for major project development studies of strategic importance. Conducts and oversees the development of well-conceived project

  • alternatives; the research, evaluation and documentation of project costs and benefits; and the provides recommendations for leadership.

  • Reviews NJ TRANSIT needs regarding the sale/lease of NJ TRANSIT and other public or railroad properties.

  • Coordinates with rail, bus, and ferry carriers and other external parties to ensure plans and designs are informed by input and consensus is sought.

  • Manages the presentation of technical and policy results, project recommendations, and conceptual planning work to internal staff and management, municipal, county and state officials, and other external parties.

  • Serves on consultant selection, technical evaluation and advisory committees for planning and design projects being advanced internally and externally.

  • Assist various Directors and Assistant Directors in Planning per business need.

Education, Experience, and Qualifications:

Minimum:

  • Bachelor’s Degree in Urban or Transportation Planning, Engineering, Landscape Architecture or related field.

  • Six (6) or more years of applied experience in Transportation planning.

Preferred:

  • Master’s Degree in relevant fields of study.

  • Master’s degree in relevant fields of study may be substituted for two years of applied experience.

Knowledge and Skills:

  • Excellent written, verbal and visual graphic communications skills.

  • Understanding of site feasibility, planning and engineering practice, traffic impacts, and familiarity with Municipal Land Use Law (MLUL) and applicable regulations and permitting processes.

  • Familiarity with federal and state environmental assessment processes, statutory and regulatory requirements.

  • Knowledge of the principles of transit-supportive development, transit-friendly land use and complete streets.
