Position Summary :  The role of the Project Manager is to work in partnership with government and non-government entities to identify, design, and manage a variety of recovery and mitigation projects funded through HUD, FEMA, ARPA, the CARES Act, and/or other grants with a general focus on disaster recovery, economic recovery, storm and flood water management, mitigation, housing, infrastructure, and resiliency.

Must live within the state of Oregon. Travel throughout the state will be required. Ability to travel to client locations and deploy for extended periods of time is a requirement of this position. 

Job Duties and Responsibilities include:

 

  • Providing project management oversight in coordination with the client and working effectively as part of a team to provide expert services related to federal grant and project management.

  • Managing project budgets and resources, including providing accurate budget and performance projections to Tidal Basin leadership to inform project resource levels.

  • Effectively coordinating with Tidal Basin’s finance department and project controls team on project financial reporting, including invoices.

  • Providing advisory and consulting services to the client for project start-up and planning activities, other implementation measures, and eligible recovery activities specified under the funding requirements.

  • Providing training and technical assistance in the field of CDBG-DR, CDBG-MIT regulations, 2 CFR 200 federal procurement, federal cross-cutting regulations (e.g., environmental review, labor standards, acquisition/relocation, fair housing), duplication of benefits, resiliency, infrastructure, economic development, housing, and/or community development activities. Coordinating as necessary with Subject Matter Experts and other members of the team.

  • Providing program oversight and expert technical assistance on recovery planning related policies, principles, and standard operating procedures

  • Leading efforts to compile information and submit applications for a variety of funding sources including CDBG-DR/CDBG-MIT

  • Assisting in the implementation of CDBG-DR, CDBG-MIT, and other funded programs, including assisting in updating and refining CDBG-DR and CDBG-MIT program procedures and processes.

  • Managing project personnel that may consist of case managers, analysts, engineers, architects, inspectors, and other critical personnel in support of recovery activities.

  • Conducting and/or supporting the client with community outreach and engagement as needed.

  • Assisting the client with performing program and planning analyses to develop program workflows and devise solutions-oriented strategies that facilitate program growth and success.

  • Developing management tools for program targeting and performance reporting.

  • Supervising and mentoring staff.

  • Complete required annual training.

  • Performing other duties as assigned.

    Skills and Competencies:

  • Demonstrated Project Management expertise

  • Ability to analyze data in Microsoft Office Excel and/or other data modeling tools

  • Excellent organizational skills and attention to detail

  • Strong interpersonal, analytical, and problem-solving skills

  • Ability to manage project budgets and create meaningful projections for strategic decision making

  • Ability to manage client expectations, subcontractor relationships, and overall contract with client to ensure success of project(s).

  • Ability to communicate effectively, verbally and in writing

  • Excellent time management skills with a proven ability to meet deadlines

  • Ability to work independently and pro-actively identify key steps to complete requested client outcomes.

  • Excellent client relations and an understanding of local, state, and federal government structure

  • Preferred: Experience working with federal grant-funded programs including HUD CDBG, CDBG-DR, CDBG-MIT

    Desired Education and Experience:

     

  • Bachelor’s Degree preferred, in Engineering, Architecture, Accounting, Finance, or Juris Doctorate, Business, Public Administration, Emergency Management or other related field of study, in lieu of bachelor’s degree an associate degree with 5 years of related experience or 10 years of related experience without a degree

  • Minimum 3 years’ experience as a project manager

  • Experience managing a team of professionals

  • Experience working with federal grant reporting systems (IDIS, DRGR, etc.) a plus

  • Experience with ArcGIS and other mapping tools, a plus

  • Spanish/English bilingual, a plus

  • Certified project management professional, a plus
