Commander, Navy Installations Recreation Assistant - Lead Lifeguard in Panama City, Florida

Summary This position is assigned to Fitness, Sports, and Deployed Support Branch (N921); Morale, Welfare and Recreation (MWR, N92); Fleet and Family Readiness (FFR N9); Commander, Navy Region Southeast (CNRSE), Navy Installations Command (CNIC); located at NSA Panama City. Incumbent serves as the lead lifeguard and is responsible for safeguarding the lives of persons at the assigned work area. Incumbent assists with Aquatic training, education, and general support at the installation. Responsibilities Lead Responsibilities: Leads and assists in direction of Recreation Assistant (lifeguard) positions; including monitoring pool activities, and ensures swimmers are well supervised to ensure all applicable policies and procedures of Morale, Welfare, and Recreation (MWR) regarding the use of Aquatic facilities and waterfront operations are followed. Communicates these policies to other staff and patrons. Ensures lifeguards perform their duties in compliance with established regulations and instructions that are outlined in applicable manuals and policies and reports infractions to the supervisor. Ensures that lifeguards rotate as scheduled and during assigned breaks. Provides relief to lifeguards as required. Monitors equipment, takes lead counts and observes conditions of area assigned (e.g., possible hazards, water/chemical conditions, wind and weather) to ensure a safe environment reports discrepancies to immediate supervisor. Performs cleaning duties and leads other lifeguard staff in performing of such tasks (i.e. basic janitorial services, vacuuming and skimming) along with routine facility maintenance as assigned by Fitness Director. Serves as the primary liaison between the activity, security, medical departments, and Fitness Director during emergency situations. Prepares accident/incident reports during emergency situations and immediately notifies Management of all emergencies. Incumbent must inform the Fitness Director and recommend closing swimming area until safe conditions prevail. Monitors, establishes and executes daily physical fitness training for water safety staff. Interviews and recommends selection of all lifeguard positions to the supervisor. Provides introductory orientations to all aquatic's staff. May open and close the facility and will serve as the Manager on Duty (MOD) in the absence of the Fitness Director. Program Maintenance: Ensures maintenance work for year-round facility upkeep to include, but not limited to water quality assessments, facility equipment inspections including stands, boards, ropes, and safety gear. Conducts and documents pool chemical testing results. Checks chlorine and pH levels on a scheduled basis; notifies Certified Pool Operator or supervisor in order to adjust any chemical imbalances. Alerts the Fitness Director of problems with pool equipment and safety issues, when unsafe environmental or health conditions exist. Leads and conducts classes, workshops and special events based on established guidelines and standard operating procedures (SOP). Administers aquatic assessment testing and certification in accordance with Department of Defense (DoD), Department of the Navy (DON) and CNIC policy. Checks identification cards for authorized patrons and collects usage fees, if applicable. Initiates rescue and recovery efforts, contacting medical personnel and performing first aid services. Administration: Manages customer service inquiries and complaints in a diplomatic and professional manner. Assists in compilation of time sheets, schedules for the supervisor and enters approved leave in the system in the absence of the supervisor. Provides input to assist in the evaluations of employee performance. Leads and manages staffing, supplies, equipment, maintenance and upkeep of facilities. Complexity: Work consists of delivering various forms of aquatic programs to meet the expressed requirement of the customers served. Variations in the work depend on changes in patron usage, types of patrons, programming and the types of materials on hand with which to accomplish the task. Programs are varied from time to time to meet patron needs. Personal Contacts: Contacts are with a wide variety of customers to include military officers, enlisted personnel, retirees, family members, other patrons; co-workers contacts may include MWR employees, supervisors, managers, installation management officials, regional and CNIC staff along with DOD/DON components. Incumbent may also have regular contact with safety officials, preventative medicine and first responders. Purpose of Contact: The purpose of contact is to plan, implement, and administer Aquatics programs; motivate participants; arrange staff assistance; resolve problems; enforce policies and procedures; provide customer service; increase participation; protect he well-being of the patrons/staff and promote quality of life programs. Work is performend in indoor or outdoor aquatics facilities subject to variable weather conditions. Specialized experience must demonstrate the following: Requirements for the position: Must be able to obtain and maintain a National Agency Check with Inquiries and State Criminal History Repository Check (CNACI) background checks which are required for positions that involve working with children under 18 years of age upon hiring and renew every five 5 years. Required to work varied work schedules to include split shifts, split days off nights, weekends and holidays. May be required to obtain and maintain a valid state driver's license in situations where use of vehicle is required such as open waterfronts. Must have or be able to obtain an maintain the following nationally recognized certifications within ninety (90) days of hire: 1. Lifeguard Training Certification in accordance with CNICINST 1710.3 (training will be provided); 2. CPR for the Professional Rescuer and Healthcare Providers (training will be provided); 3. First Aid to include Automated External Defibrillator Certification; and 4. Blood Borne Pathogens. 5. Water Safety Instructor (WSI) Preferred. Knowledge Required by the Position: Knowledge of recreation equipment and use in an aquatics setting. Knowledge of pool and water safety rules. Knowledge of general aquatic facility upkeep and maintenance (e.g., cleaning, minor equipment repairs). Ability to appropriately identify hazards or hazardous situations and identify a patron's need for assistance immediately. Ability to conduct routine safety inspections of the facility and pool area to ensure they meet environmental health standards. Ability to communicate effectively both orally and in writing. Ability to work with hazardous and biohazardous materials (e.g., cleaning agents, pool chemicals, blood). Skill in providing customer service to a diverse group of people. Skill to act decisively and immediately in any situation which could result in harm to a patron by identifying a patron in distress. Skill to tactfully, but forcefully, provide instruction on water safety, facility rules and regulations, and enforce them. Skill to conduct pool chemical testing, adjust chemical imbalances and document the results. Skill to exercise control over a large group of people. Supervisory Controls: Incumbent works under direct supervision of the Fitness Director. Assignments are to be received orally and as written policy directives for which the incumbent is responsible for independently completing. Review of the work is through evaluation of assigned programs in terms of degree of participation, safety, training, property accountability and condition of facilities. Physical Demands: Work includes extended hours of sitting and standing and requires prolonged hours in the pool during swim lessons or other activities. Work involves frequent lifting or pulling of pool equipment, cleaning supplies, and program participants. Applicants must be able to maintain physical ability to complete the swim and rescue skill portion of their respective certifying agency. This is a mixed position where the incumbent must be able to lift and carry objects up to 50lbs independently and objects over 50lbs with assistance is required, while performing normal duties in the area. May perform work that poses physical demands beyond normal requirements during rescue. You will receive credit for all qualifying experience, including volunteer and part time experience.
