The primary purpose of this position is to serve as a Senior Procurement Analyst responsible for the review or acquisition requirements and contracting actions for a large variety of supply and service contracts. Responsibilities DUTY 1 - Prepares briefs, provides advice, and makes recommendations to senior staff officials, senior technical management personnel and program/project managers concerning the acquisition process by means of the formal Acquisition Request (AR) and by providing updates on changes affecting procurement status, executive orders, policies, and regulations DUTY 2 - Forms general guidance, develops organizational procurement policy as well as administrative procedures pertaining to the acquisition or complex research and development, operations and maintenance and mission equipment DUTY 3 - In the absence of the Branch Chief, provides temporary supervision and administrative management for the office DUTY 4 - Provides expert guidance in the formulation of the Performance Work Statement and associated data requirements. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the basic requirements defined in 10 United States Code (USC).This standard implements requirements contained in Title 10, United States Code, Sections 1723 through 1733, as amended by Section 861(b) of the National Defense Authorization Act for Fiscal Year 2020 (Public Law 116-92) and implemented on a policy exception basis by Under Secretary of Defense for Acquisition and Sustainment memorandum, Exception to 24 Semester Hours Requirement for Contracting Positions, effective and dated August 2, 2020, which removed the statutory requirement for contracting professionals to complete at least 24 semester credit hours (SH) (or equivalent) of study from an accredited institution of higher education. This is a GG-12 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. Examples of creditable experience include: NOTE: The education requirements listed above apply only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent)-1102 or before September 30, 2000 are also exempt from meeting this requirement. Conversant on a wide range of Federal contracting laws, procurement practices, contract types, policies, and acquisition business processes, regulations, and directives. 2. Conversant on cost and price analysis techniques used to develop contractual pricing arrangements and incentives. 3. Skillful in oral communications sufficient to present sensitive recommendations to higher authorities; to obtain compliance with policies from subordinate activities; to represent the department or agency on task forces. Skillful in written communication sufficient to develop and publish departmental regulations. develop training curricula, and other pertinent organizational material. 4. Ability to evaluate audit reports, regulations, and other relevant material as a basis for developing organizational guides or procedures. 5. Ability to develop and implement comprehensive action plans to solve problems; to apply regulatory and statutory precedents found in governmental contracting case law to specific contracting situations to ensure that legally binding contracting officer solutions are consistent, justifiable and will be upheld at appellate courts or boards; to properly apply funding rules associated with the obligation of multiple types of appropriations. 6. Ability to apply the principles and practices of effective team building and to apply the methods and techniques of fact-finding and analysis in the resolution of complex acquisition issues. 7. Ability to apply security procedures to maintain control of classified material. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
