POSITION SUMMARY

Performs a wide variety of manual work of moderate complexity utilizing mechanized and power tools/equipment; achieves certification and/or advanced training in areas of expertise (ie, Pesticide Applicator License, Pool Operator License, Certified Playground Inspector, National Green Infrastructure Certification, etc.); exercises independent judgement, produces necessary reports.

Union : This position is included in the Pittsburgh Joint Collective Bargaining Committee and will be filled in accordance with the provisions of the Collective Bargaining Agreement.

REQUIREMENTS

General Application Requirements:

You must submit or show proof of all of the following at the time of filing your application (unless otherwise indicated below) or your application will be disqualified. Disqualifications based on any of these General Application Requirements are not subject to a Civil Service appeal.

  • Applicants must submit a complete application including education, work experience, a resume (if applicable) and completed supplemental questions.

  • Applicants must be presently employed by the City of Pittsburgh and remain continuously employed until time of appointment.

  • Applicants must comply with the City of Pittsburgh's COVID 19 vaccination mandate.

  • A current, valid Class C Pennsylvania Motor Vehicle Operator's License at the time of filing application or prior to appointment, which must be maintained throughout employment. Written requests for accommodation on the basis of the Rehabilitation Act of 1973 and the Americans with Disabilities Act will be considered by the Department of Human Resources & Civil Service on an individual basis.

  • You are required to obtain Pool Operator Certification (CPO) within ninety (90) days of promotion, transfer, or hiring into Bureau of Facilities / Facilities Maintenance Division – Aquatics Section.

  • You are required to obtain Allegheny County Health Department Registered Public Bathing Place Manager within six (6) months of promotion, transfer, or hiring into Bureau of Facilities / Facilities Maintenance Division – Aquatics Section.

  • You are required to obtain Pennsylvania Department of Agriculture Pesticides Applicator License/Technician (or higher) status within six (6) months of promotion, transfer, or hiring into Bureau of Facilities / Facilities Maintenance Division – Aquatics Section.

  • You are required to obtain Certified Playground Inspector and/or National Green Infrastructure Certification within six (6) months of promotion, transfer, or hiring into to a Parks Division.

NOTE: If any of the programs noted above are discontinued by the respective organizations, management has the right to substitute similar programs for the candidate to achieve and fulfill in the required time frame.

Qualifying Requirements:

Your City of Pittsburgh application will be reviewed and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will be sent an eligibility letter regarding your eligible/ineligible status.

  • WORK EXPERIENCE: The application must clearly show one (1) year of full-time experience performing laborer work, with at least six (6) months experience performing skilled laborer work. (Less than full-time experience will be calculated on a pro-rated basis.)

  • EDUCATION/TRAINING: None required for this position.

  • EQUIVALENCY: None permitted for this position. Therefore, no education/training and/or work experience may be substituted toward the qualifying requirements listed above.

    Certifications Preferred:

  • Commercial Driver's License (CDL).

  • Pool Operator Certification (CPO).

  • Allegheny County Health Department Registered Public Bathing Place Manager.

  • Pennsylvania Department of Agriculture Pesticides Applicator License.

  • Playground Inspector and/or National Green Infrastructure Certification.

CIVIL SERVICE EXAMINATIONS

If you meet the qualifying requirements listed above, you will be sent a letter of admission (when applicable) for the following examination(s). You must pass the written and/or performance examination(s) in order to have your name placed on the official Civil Service eligibility list for this position. Candidates who receive job offers must pass a medical examination (when applicable) prior to start date.

POSITION DUTIES

  • Participates in various projects or tasks requiring physical labor and some acquired craft skills such as carpentry, mechanical, plumbing, roofing, glazing, tree removal and planting, pool operations, masonry, welding/burning/brazing, cement finishing, etc.

  • Assists a craftsperson in their craft (e.g., constructing wet/dry walls, installing French drains, preparing mixes, retrieving parts, repairing tires, installing tree supports, welding/burning, etc.) as required.

  • Operates complex and/or off-the-road motorized equipment (eg, compact tractor, stump grinder, brush/wood chipper, mini skid-steer w/ attachments, zero turn mower, etc.) and/or hand powered and mechanized tools that are air/hydraulic operated (i.e, chainsaws of all sizes, power pruner, etc.) for the purposes of planting, maintaining, and/or removing trees and landscaping as required.

  • Assists with the maintenance, setup, and tear-down of Trans Stage, Trans Bleachers and/or Showmobile as required.

  • Operates, troubleshoots, repairs and cleans pools and all of their components (e.g., recirculation system, filters, chlorinators/brominators, pumps, etc.) with appropriate certifications as required.

  • Measures water for compliance and adds appropriate chemicals as needed or required to maintain proper water balance.

  • Inspects playgrounds with appropriate certification as required.

  • Applies pesticides with appropriate certification as required.

  • Inspects green infrastructure with appropriate certification as required.

  • Places orders for the correct amount of material necessary to complete assigned job; arranges for unused materials to be returned, stored or disposed of in a proper manner as required.

  • Uses a variety of technological hardware (i.e., computers, laptops, tablets, smart phones, GPS, cameras, etc.) and/or software (i.e., email, Cartegraph, Microsoft Office, etc.) to maintain records and prepare accurate reports on work performed.

  • Performs activities and functions of related lower-level personnel as assigned or required (i.e., Laborer).

  • Performs such other related tasks and duties that are assigned or required.

  • May work all three shifts, weekends and holidays.
