Background

The IRC worked in Haiti from 2010 through 2016, initially launching an emergency response to the earthquake and later delivering child protection, water and sanitation, health, women’s protection and empowerment, and economic recovery programs in Port-au-Prince and beyond. Since the closure of its country office in 2016, the IRC has continued to provide operational, technical, and financial support to a small number of Haitian NGO partners, including in response to the 2021 earthquake. The IRC is scaling up its support to partner-led programs in Haiti.

Programs will respond to the recent escalation of violence in Port-au-Prince and the resulting rise in humanitarian needs related to cholera, food insecurity, protection, and displacement. The IRC will work with local actors with the knowledge and ability to deliver emergency services in affected communities, then establish collaborative partnerships to fund, complement, and scale the work of these organizations. Technical experts from IRC’s Emergency Response Team (ERT) will work closely with partners on the design and delivery of programs.

Job Overview

The Program & Partnerships Manager is a key position supporting the IRC’s partner-led response in Haiti. With the overall objective of achieving high quality and compliant programming, the main goal of this position is to manage a portfolio of partners supported by the IRC and contributing to the IRC’s program outcomes in Haiti. The Program and Partnerships Manager will oversee and manage all steps in the partnership management lifecycle and will ensure that partnerships are appropriately coordinated into overall project cycle management through daily management of the sub-award lifecycle. The Program and Partnerships Manager will ensure compliance with the IRC’s Partnership Excellence for Equality and Results System (PEERS) and donors’ requirements and ensure that our approach to partners is in line with the IRC’s guiding partnership principles of equality, complementarity, mutuality, solidarity, results-orientation, and humility.

This position reports to the Deputy Director of Programs (DDP), with a technical reporting line to the regional partnerships lead.

Specific Responsibilities

Strategy and Program Approach

• Introduce the IRC, our mission, principles and humanitarian response strategy in Haiti to local responders and identify and cultivate relationships with groups who have similar objectives.

• Support SMT, Technical Coordinators (TCs), and Partnerships Coordinator (PC) to proactively identify local and national organizations including those that are led by women and serve women and girls and engage local responders in program development and strategy validation efforts.

Promote Effective Partnerships

• Promote and apply the IRC’s Partnership Excellence for Equality and Results system (PEERS) with specific attention to modalities available for collaboration with local initiatives. Contribute to building a strong understanding of PEERS throughout the IRC Haiti team, and ensure that IRC’s partnership principles, skills and approaches are applied by staff across programs and projects with partners.

• Facilitate systematic partner feedback on IRC’s management of the partnership relationship, including the documentation of, and response to partner feedback.

Partnership Management

• Support the Partnership Working Group with facilitation and coordination of all partnership management processes to ensure well planned, timely, coordinated and coherent partnership management.

• Lead in the overall management of all partnerships and PEERS processes / documentation.

• Support and coordinate due diligence processes, and facilitate collaborative partnership risk management, including through effective mitigation, monitoring and reflection and reporting processes.

• Actively promote partner collaboration in program design and resource allocation, and partner participation in key program delivery design making in the context of Project Cycle Meetings (PCM).

• Facilitate Partnership Project Opening, Review and Closing Meetings.

• Coordinate narrative and finance reporting processes, including reviews and feedback.

• Support the Partnership Working Group members to ensure timely and effective partner program, finance, and compliance review and reflection (monitoring).

• Support the Partnership Working Group members to ensure project support plans are implemented in line with agreements.

• Maintain complete and organized partnership files for each partner.

• Maintain up to date Partnership Project Tracker / Monitoring Schedule.

• Draft and process sub-awards agreements and modifications in a timely manner ensuring that the relevant IRC units (in-country and at the HQ) provide their inputs and approve the modification.

• Support the Partnership Working Group to ensure the smooth close out of partner projects, as applicable.

• Responsible for managing the relevant partnership email inbox

Technical Program Management

• Support the overall coordination, monitoring and reporting of partners’ activities.

• Communicate with partners and program stakeholders to provide support and detailed information for the partners’ program management.

• Liaise with key staff to ensure effective planning and implementation of the program’s activity. Identify, strengthen and promote partnerships, dialogue and exchanges;

• Oversee IRC’s partner-led program implementation ensuring sub-award deliverables are completed and necessary support is given; building stronger relationships with partner organizations to facilitate strong collaboration and provide capacity building.

• Oversee the implementation of the partners’ implementation and ensure that stated objectives are met, that projects are appropriately monitored, and that reports are written and submitted in a timely manner in collaboration with the program and ERT team.

• Act as focal point for the coordinating, collaborating, and communicating with partners.

Partner Support and Capacity Sharing

• Facilitate the collaborative development and delivery of the partner project support plan, ensuring that it appropriately addresses issues identified in the due diligence process, and coordinate with relevant departments for the timely, quality implementation of the plan.

• Ensure IRC understands partner capacity strengthening priorities, and identifies opportunities and plans for IRC to support partner capacity strengthening efforts.

• Support the resourcing of organizational development support where appropriate for partners; coordinate organizational development support to partners.

• Collaborate with technical coordinators to integrate technical capacity sharing approaches, including how IRC can learn from local partners.

• Promote and identify ways for continual learning between IRC staff and partners.

• Any other relevant duties as assigned by the Deputy Director Program

Job Requirements:

• 5+ years of experience in humanitarian program management

• Previous experience working with civil society in Haiti and a demonstrated commitment to supporting a locally led humanitarian response.

• Experience managing INGO partnerships with national NGOs and civil society organizations, including knowledge of due diligence process, partner capacity assessment, collaborative risk management, program oversight, and sub-award management.

• Demonstrable understanding of project planning and management cycles, and strong program design skills

• Proactive, reliable, and able to work independently

• Significant knowledge of key donor rules and regulations

• Highly organized, close attention to detail, and ability to effectively prioritize tasks in a fluid environment

• Experience in training internal staff and partner staff.

• Fluent in French and Haitian Creole. Proficiency in English is an advantage.
