Job Summary

This position is responsible for managing the Analytics Program Services team comprised of staff including Data & Analytics Training Specialists, Product Owner, Program Manager, and other roles for both onshore and offshore teams. This position is responsible for managing data governance activities and staff for the organization, analytics application product management, change management, data literacy and training.

Essential Responsibilities

Operational Planning and Oversight

  • Develop long and short-term plans and priorities.

  • Develops 12-to-24-month roadmap in consultation with appropriate stakeholders.

  • Articulate value and develop business case for data governance, product management and data literacy efforts.

  • Plan, organize, manage and monitor work projects, tasks and stakeholder commitments.

  • Utilizes ServiceNow or other agreed tool for managing resources, work plans and commitment.

  • Expertly manage stakeholders, cross-functional team relationships and set appropriate expectations; make and manage commitments from team to stakeholders.

  • Collaborate with department director in creating vision and strategy for Analytics Program Services team.

  • Incorporate best practices from the industry into team’s operations.

  • Remain current with technology, latest methods and maintain willingness to learn new skills.

  • Develops resource and capacity plans for unit’s direction and roadmaps.

  • Manages and oversees the operations and performance of all areas of responsibility to ensure organizational effectiveness.

  • Develops and maintains strong relationships with stakeholders in other business units and peers in ISBI and collaborate effectively with these groups.

  • Communicates plans and intentions clearly to ISBI and non-ISBI groups.

    Data Governance

  • Lead and manage data governance initiatives; develop data governance processes to drive effective product establishment and maturation.

  • Continual review, enhancement and building of a data governance framework.

  • Lead and work with teams to build out data governance artifacts including but not limited to methods such as policies and guides, processes, technology, people, and culture.

  • Lead, oversee and/or contribute to the various analytic meetings including but not limited to Data Steward Council, Data Governance Committee, Voice of Customer Committee, Data & Analytics Leaders Community of Practice, Analytics Community of Practice, Analytics Skills Lab, Analytics Workgroup.

    Product Management, Data Literacy and Community Engagement

  • Lead the build, maintenance, enhancements, and adoption to our analytic platform tools including a data catalog, Tableau, Power BI, in-house build applications and more.

  • Build and maintain analytic roadmaps working with team leaders and Voice of Customer committee for prioritization.

  • Work with product teams and Project Managers to roll out analytics platform features and capabilities including upgrades.

  • Recommend and drive necessary change initiatives across the organization to eliminate barriers to adoption and drive adoption of analytics capabilities; lead cross-functional and solution-oriented planning to help ensure adoption success.

  • Track, monitor, and report on complex metrics for analytics platform and data quality.

  • Recommend and drive initiatives to improve key metrics, such as usage, content creation, etc.

  • Coordinate and drive user communities such as analysts, end users and data stewards; create and maintain a high level of product engagement.

  • Define and develop training strategies and plans to improve data utilization and data literacy across the organization.

  • Collaborate with the training team to identify and roll out appropriate training for analytics and data users.

  • Monitor ongoing delivery, usage and effectiveness of training strategy and training for data users.

    Technical/Operational Leadership

  • Leads the execution of strategic initiatives, plans, and goals and advises organizational vision and goals.

  • Provides continuous evaluation of CareOregon’s analytic products in support of scale, agility, and stability to meet existing and emergent organizational needs.

  • Refines business and systems requirements for new analytic application technologies in support of application rationalization and modernization.

  • Develops, monitors, and reports on KPIs, metrics and SLAs across the team.

  • Leads innovation, process reviews, and improvement efforts; improves processes and procedures to ensure compliance with regulatory bodies and statutes, including HIPPA standards for PHI protection and transmission.

  • Promotes ISBI programs and staff across the organization through regular and transparent reporting, as well as publishing of short and long-term workplans.

  • Ensures compliance with internal auditing, HIPAA, and other federal regulations.

  • Ensures technical documentation is established and maintained for analytic applications and related components and processes.

  • Manages team(s) and recommends team direction and goals in alignment with the organizational mission, vision, and values.

  • Identifies work and staffing needs to meet work expectations; recruits and hires, using an equity, diversity, and inclusion lens.

  • Plans, organizes, schedules, and monitors work; ensures employees have information and resources to meet job expectations.

  • Leads the development, communication, and oversight of team and individual goals; ensures goals, expectations, and standards are clearly understood by staff.

  • Trains, supervises, motivates, and coaches employees; provides support toward employee development.

  • Incorporates guidance from CareOregon equity tools into people leadership, planning, operations, evaluation, and decision making.

  • Ensures team adheres to department and organizational standards, policies, and procedures.

  • Evaluates employee performance and provides regular feedback to support success; recognizes strong performance and addresses performance gaps and accountability (corrective action).

  • Performs supervisory tasks in collaboration with Human Resources as needed.

    Experience and/or Education

    Required

  • Minimum 7 years’ experience in data and analytic roles including recent experience demonstrating the majority of the following: data governance activities, analytic applications and platforms, product management, project and program management, change management and training.

  • Minimum 3 years’ experience in information systems, data and/or analytics platforms and data governance

    Preferred

  • Experience presenting to Executive Leadership

  • Experience leading teams in the following areas: data governance activities, analytic applications and platforms, product management, project and program management, change management and training.

  • Minimum 1 years’ experience in a supervisory position or completion of CareOregon’s Aspiring Leaders Program

  • Platform leadership experience in a matrixed and/or healthcare environment

  • PMP or other training in Project and/or Program Management

    Knowledge, Skills and Abilities Required

  • Proficiency with Power Point, Access, Visio

  • Familiar with Tableau Desktop/Creator products
