Naval Facilities Engineering Command PROGRAM ANALYST in Portsmouth Naval Shipyard, Maine

You will assess trends of past performance, goals and objectives, and any known or forecasted mission changes. You will support the preparation of justifications to accompany the final resource allocation plan. You will determine and analyze manpower and productivity rates. You will coordinate acceptance and issuance of funding documents. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Uses automation to manipulates data from various information reporting systems (e.g. Maximo, eProjects, eContracts, COGNOS, Crystal Report Writer); 2) Presents coherent and persuasive recommendations based on sound, defensible rationale; and 3) Creates, prepares, and presents visual aids (charts and graphs). Education Additional Information This position is covered by the Department of Defense Priority Placement Program. This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service. Several vacancies may be filled. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized. A forty hour work week is typical of this position. PHYSICAL DEMANDS The work is carried out in an office setting and is primarily sedentary. WORK ENVIRONMENT Work is typically performed in an adequately lighted and climate controlled office. May require occasional travel. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
