Princeton Plasma Physics Laboratory Deputy Head, Project Management Office in Princeton, New Jersey

Overview

The Project Management Office (PMO) seeks a Deputy Department Head to assist in the fulfillment of the Office’s mission and objectives: To develop, maintain, and assure the proper execution of the standards, procedures, systems, tools, and training required to successfully plan, estimate, and execute PPPL Projects within scope, on schedule, on budget, and with an emphasis on safety, quality, and consistency. The PMO sets the PPPL standard for project management, enabling the successful execution of the PPPL project portfolio.

The Project Management Office (PMO) Deputy Head assists with overseeing the daily operations of the PMO to ensure the fulfillment of the Office’s mission and objectives. The PMO Head, in conjunction with the Deputy Head, supervises and deploys matrixed support to line management of Laboratory projects, including Project Controls Staff, Risk Management Facilitation staff, and Cost Estimating Staff. This position will be the PMO Head’s designee, and will have decision- making authority, responsibility, and accountability to the Department in the Department Head’s absence.

Major objectives of the PMO which the Deputy Head will support include:

  • Setting the PPPL standard for project management to enable the successful execution of PPPL projects; Provide leadership for Project Management improvements across PPPL.

  • Development, maintenance (continuous improvement), and assessment of the appropriate implementation of a standardized Project Management System scalable to accommodate projects of various size, risk, and complexity.

  • Development and maintenance of centrally managed field-deployed PMO staff as needed to achieve PMO objectives.

  • To foster a project management culture focused on successful project completion, collaboration and continuous improvement both within the PMO group and throughout the overall Laboratory in support of PPPL’s Mission and the Lab Agenda.

Responsibilities

Core Duties

  • Support for hiring, developing, and leading the PMO staff to fulfill PMO objectives, including establishing qualifications, supervising, and ensuring provision of the necessary training as well as defining a path(s) for growth opportunities of PMO personnel (staffincludes Project Controls, Risk Facilitation, Assurance, and Cost Estimating resources.

  • Serve as the steward for the Project Management System which describes the methodic approach(es), and provides the necessary tools used to plan, implement, track, and assess Projects. The Project Management system also defines Project Stages with standardized, scalable Project Management deliverables for the entire project lifecycle of Projects.Aspects of the system include, but are not limited to:

a. Cost Estimatingb. Schedulingc. Risk Managementd. Project Controls - to Maintain an EIA-748 compliant, and DOE Office of Project Assessment (OPA) certified, Earned Value Management System (EVMS) including overseeing of global databases and integration of related software (Cobra, P6, MSProject).e. Project Reportingf. Change Controlg. Project Assessment and Assuranceh. Lessons Learned

The PMO Deputy Head participates in intra-laboratory communications as required to ensure Portfolio projects are aware of their system obligations, and delegates PM System corrective action item owners to project line- and senior-management.

  1. Guide the maintenance of a centralized PPPL Project Portfolio including centralized assessment and reporting.

a. Provides assurance to PPPL management via reviews and assessments that applicable projects are executed in compliance with the Project Management System, procedures, and the associated Earned Value Management System (EVMS) as required to maintain EVMS Certification.b. Informs relevant department(s) of identified institutional or cross-cutting risks to facilitate their review and disposition by those departments.

Qualifications

Education and Experience

  • Bachelor’s degree is required; an advanced degree is preferred.

  • 10 years of progressively responsible experience in Project Management and EVMS Project Controls compliant with up-to-date Electronic Industries Alliance (EIA) 748.

  • 5 years’ experience as a supervisor.

  • Experience at DOE labs and/or managing DOE 413.3b projects preferred.

Knowledge, Skills and Abilities

Minimum:

  • Strong leadership and supervisory skills; Demonstrated team-building skills.

  • Strong foundation in project management and contract management principles and techniques.

  • Demonstrated ability in cost estimating, tracking and scheduling techniques and ability to develop staff in these areas.

  • Excellent verbal and written communication and presentation skills; ability to interact with all levels of Laboratory management and staff, as well as Princeton University and DOE stakeholders is necessary.

  • Excellent Computer skills (PC/Mac)a. Proficient knowledge of the Microsoft Office suite including: Word, Powerpoint, Excel using advanced Excel functions.b. Proficient with the Google Suite including: Google Slides, Google Sites, Google Docs/Google Sheets.c. Demonstrated hands-on experience with Project Controls software: Primavera P6 scheduling software, Acumen Fuse, Cobra or equivalent(s).

    Preferred:

  • Experience with DOE O 413.3b project management system requirements and practices.

Certificates and Licenses

  • Educational Certification as listed above

  • Project Management Professional (PMP) Certification preferred

Working Conditions

  • Preferred onsite at PPPL. Remote working arrangements would be considered with travel to PPPL and as needed several times per year (4-6x).
