This is a Hybrid position with 2 days in office, o ffice location will be determined based on candidates residence in relation to Pueblo and Denver Campuses

Office of Civil and Forensic Mental Health (OCFMH)

Located within the Colorado Department of Human Services, the Office of Civil and Forensic Mental Health (OCFMH) is responsible for policy development, service provision and coordination, program monitoring and evaluation, and administrative oversight of the public behavioral health system. OCFMH funds, supports, and monitors numerous mental health and substance abuse community programs and providers and also operates the Colorado Mental Health Hospitals at Fort Logan and Pueblo along with the Forensic Services Division. OCFMH executes the States’ federal responsibilities as the State Mental Health Authority and State Substance Abuse Authority to administer federal mental health and substance abuse block grant funds. The Forensic Services Division is responsible for six departments including Forensic Community Based Services (FCBS), Jail Based Evaluation and Restoration (JBR), Outpatient Restoration (OPR), the Forensic Support Team (FST), the Court Services Department, and the Operations Department. The Operations Division unit manages and monitors the compliance of orders issued by the courts for evaluations of competency and sanity in criminal cases performed by psychologists and psychiatrists in accordance with Colorado Revised Statute. The work unit is responsible for compliance with the Consent Decree.

Description of Job

About the Position:

This position exists to provide professional and technical support to the Sr. Director of Operations (IIB-05213) by planning, analyzing and collecting data for use by the Director of Forensic Services. Duties in this position inlcude:

  • developing strategies for work processes to ensure effectiveness

  • identify and communicate the internal and external information needs of the Forensic Services Division for the purpose of management and program planning, and to formulate recommendations and action plans for resolution of issues

  • assure all Consent Decree deadlines are met, relating specifically to the monitoring of court orders for, and the assignment of, inpatient, jail and outpatient competency and sanity or mental condition evaluations

Day to Day Monitoring of Consent Decree and Compliance for ITP Evaluations:

Through oversight, this position will monitor the receipt of court orders for patients ruled by the court as incompetent to proceed (ITP) or ordered to the custody of CDHS for restoration treatment. AII court orders will be reviewed for clarity and interpreted to understand the intent of the court to determine if the order remands the patient to the custody of CDHS, will undergo outpatient treatment services, or whether the patient is on a bond status. Using all pertinent resources specific to this task such as the Judicial Branch secure web-based database, the Colorado Attorney database, Legacy Cube, etc. this position will review, analyze and interpret the intent of the court order, and seek clarification from the court via phone calls, emails and letters. Using best judgment his position will determine if the received order fits the known facts and adheres to legislative authority and will request the court to send corrected orders when necessary.

Supervision

  • acts as the administrative supervisor for five (5) positions including four (4) Program Assistant IIand 1 Media Specialist III

  • has second-level supervision for (10) Administrative Assistant III positions

  • maintains a direct influence and accountability for supervision, consultation, education and completing staff performance plans, reviews and evaluations

  • communicates goals, objectives, and announcements/news of the department through the most effective means (e.g., staff meetings, email, individual interactions, etc.)

  • facilitates staff development such as mentoring and coaching of direct reports and reinforces education and training by setting regularly scheduled supervision for individual and/or group supervision and case consultation

  • reviews productivity numbers with employees, sets expectations and administers performance improvement plans as needed

  • trains employees to changes in process and procedure

  • responsible for assisting in collecting data to comply with the consent decree and to other stakeholder requests concerning competency and restoration clients under FSDV supervision

  • assigns tasks, monitors progress and work flow, checks the work product, develops work schedules and establishes work standards

  • provides input into supervisory decisions made at higher levels, including signing leave requests and approving work hours

  • authorizes leave requests for personal and sick leave

  • assures compliance with competency requirements

  • checks for timely and correct completion of records and timekeeping responsibilities

  • resolves personnel issues and problems in accordance with Personnel Rules and Regulations

  • assesses and maintains staff competency

  • monitors productivity and efficiency

  • issues informal forms of progressive discipline such as a Performance Improvement Plan with consultation of the supervisor

  • coaching and mentoring of assigned staff

  • ensure staff training are up to date and determine if staff need additional training

  • may be called upon to perform tasks or undertake special assignments or projects deemed necessary by OCFMH, but not specifically referenced in the above duties

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications:

Experience:

Eight (8)years of relevant experience in an a dministrative supervisory role working within a criminal justice or behavioral health setting

OR

Education & Experience:

Bachelor's degree from an accredited institution in criminal justice, communications, social work, organizational development or leadership management

AND

4 years (4) relevant experience in an a dministrative supervisory role working within a criminal justice or behavioral health setting

Substitutions:

  • none

Preferred Qualifictions:

  • experience providing Supervisory/Work Lead duties in an criminal justice, forensic or institutional setting

  • supervised five or more employees and have completed performance reviews

  • highly proficient in the use of Microsoft Office, including the ability to format complex Word documents, perform basic analytical functions in Excel, and prepare/edit Power Point presentations

  • experience interpreting Colorado Revised Statutes

  • experience interpreting court orders

  • experience working with sensitive personal health information

  • excellent grammar, spelling and editing skills, organizational and communication skills

  • xperience with Google: Gmail (email), Google calendar, Google hangouts and Google drive

  • exceptional Customer Service skills

  • ability to multi-task and manage overlapping deadlines

  • experience working with the criminal justice system

  • experience working with mental health professionals

  • experience training personnel

  • experience of training and coaching staff through organizational changes

  • previous training in Leadership management
