Joint Activities Supervisory IT Specialist (Policy and Planning) in PYONG TAEK, South Korea

Summary About the Position: Serves as the Deputy to the USFK CIO, advises the CIO on the operations of the USFK systems, and provides overall strategy, oversight and guidance in the area of CFC Knowledge Management development and implementation at the Enterprise Level. Responsibilities Engages key counterparts in the Defense, Joint and Service requirements, operational, policy and acquisition communities to effect cohesive direction relative to the CFC Transformational initiatives. Facilitates the CFC transformation of the USFK into a world-class, network-centric organization with access to agile and adaptive knowledge, systems and services. Promulgates Enterprise solutions through managing knowledge goals, objectives and Information Technology-enabled solutions. Represents the USFK CIO in Knowledge Management transformation initiatives. Develops IT capital planning with links to budget/financial management, software/hardware acquisitions, personnel management activities, the CIO strategic long range and annual planning programs. Actively seeks new and innovative technology and management concepts, methods and techniques, programs, and business practices in order to enable the command mission to be accomplished at peak levels in a resource constrained environment Advises the CIO and joint proponents in the requirements, operational and acquisition communities on policy goals and processes necessary to achieve USFK's strategic vision for becoming a network-centric, knowledge-based, Transformational force. Through program direction and policy development ensures integration and interoperability for all planned architectures and related IT investments into the USFK activities with other agencies for the Army and DoD. Directs, develops, and implements doctrine for Command, Control, Communications, Computers, and Information Management (C4IM) in support of the USFK mission. Provides strategic direction, policy, prioritization and information management expertise in the planning and programming of the command's Information Technology (IT) and information resources (IR) budget Manages and guides the Enterprise Architecture program processes, products, and services. Develops and implements a C4/IM human capital program and strategy. Reviews, and recommends selections, promotions, and training opportunities for all division personnel. Develops and executes an effective and economical mission-focused organizational structure for the Office of the CIO Division to include adequate manpower requirements and work breakdown structures to accomplish assigned missions. Represents the command at requisite Service, Joint, Allied, Defense, and Agency forums and at appropriate Industry and Academic settings to articulate, advocate, and advance command CIO initiatives and programs. Specialized Experience Requirement: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1) expert-level understanding of the interrelationships of multiple IT specialties, IT operations, developments and applications, IT architecture, IT implementation emerging technologies and their application to business processes, info structure, supporting infrastructure; AND 2) expert understanding of the principle IT areas of Command and Control telecommunications, automation, telephony, network operations and system control; AND 3) expert level experience assessing policy needs and developing policies to govern IT solutions management functions.
