Job Description

POSITION OVERVIEW:

The IT Business Operations Organization is looking for an IT Project Manager to join the IT PMO Governance team to support IT Project & Portfolio Management Operations. The successful candidate will work on a project portfolio that oversees $500M in annual spend, while measuring compliance, provide the tools, templates, guidelines and training of project delivery in IT. The successful candidate will also assist in providing and tracking feedback and help project teams engaging in SLC/PLC activities. This individual must be a self-starter, take ownership of deliverables, exude flexibility, be a team player and be able to adapt to support the evolving business needs of IT. Additionally will play key role in supporting and modeling the culture within your team and the broader IT organization - a culture of high-performance, data-driven decision-making, value-driven prioritization, quality governance, and compliance. This role will report to the IT PMO Lead.

EXAMPLE RESPONSIBILITIES:

  • Develop, perform and award Six Sigma certification training to the IT Organization

  • Leverage Master Blackbelt Six Sigma to review and recommend IT process improvement opportunities

  • Create implementation plans for prioritized process improvements

  • Acts as point of contact to automation team

  • Leads project intake, feasibility studies, and project prioritization planning

  • Leads development of product / project plans, including scope, deliverables, specifications, key performance indicators, resources, budget / costs, timelines, communications, testing, validation, deployment, user training and any other change management activities necessary to ensure the successful and timely implementation of assigned projects

  • Works with other IT partners to identify, align and assign internal / external resources to support each project / enhancement

  • Leads project team meetings and reviews and may act as the project’s scrum master

  • Ensures timely and appropriate recurring and ad hoc reporting, including progress reporting, budget reporting, and reporting of key performance indicators

  • Delivers recurring and ad hoc project updates / communications to IT Community

  • Ensures established IT program processes and governance are followed and that established standards are met

  • Manages vendor deliverables associated with own work

  • Trains and mentors less experienced colleagues

  • Ensures assigned work complies with established practices, policies, and processes and any regulatory or other requirements

REQUIREMENTS:

  • Become a resident expert on Gilead Procurement systems including Purchase Requisitions, Purchase Orders, Invoices, and Actuals tracking on behalf of IT PMO

  • Provide Financial Management supporting IT Business Operations

  • Assist with defining and updating IT Business Operations Reporting repository, including periodic refresh/updates of the stored reports.

  • Validate, monitor & track Project Management data recorded in the IT PMO Project Management tool on an ongoing basis and work with Project and Portfolio Managers to ensure data consistency while providing tier 1 support for project related inquires.

  • Review Project Change Requests submitted through the IT PMO Project Management tool for accuracy and valid justifications.

  • Establish strong partnerships with Portfolio Managers (PfMs) and PM Community of 85 PMs to provide comprehensive support both ad hoc and ongoing analytics for tactical and key strategic decision making.

  • Contribute to the PM training website and provide training to Project Managers, PfMs, and IT Leads on current financial processes and continuous improvements over time.

  • Partner with Corporate Finance partners, IT PMO leadership team and PM community to identify areas for automation and process improvements, define requirements and develop/drive execution to completion.

  • Collaborate with Corporate Finance to ensure IT compliance with deadlines across the PM community.

  • Support annual, quarterly and monthly PM Community meetings, including development and delivery of presentations on financial activities, reporting, etc.

Minimum Education & Experience

  • 12+ years’ relevant experience with High School Diploma or equivalent

  • 10+ years’ relevant experience with AA

  • 8+ years’ relevant experience with BS / BA

  • 6+ years’ relevant experience with MS / MA / MBA

  • Computer Science or related discipline is preferred

  • Significant IT experience in a corporate or other relevant business environment

  • Significant experience managing IT project analysis, planning, budgeting and coordination of IT resources to support business needs

  • Significant experience in business process engineering, project communications, project implementation and change management

  • Significant experience working with Agile, Six Sigma and other project management, quality and change management methodologies

  • Experience working across multiple IT areas / disciplines

  • Master Black Belt Six Sigma

  • PMP certification

  • Experience managing IT consultants and vendors

  • IT experience in support of business areas in life sciences is preferred

Knowledge & Other Requirements

  • Knowledge of IT business systems analysis principles, practices, standards, methods and tools across the spectrum of end-to-end solution design - from use case analysis and budgeting to testing, validation, user documentation and training, deployment and post-deployment maintenance

  • Advanced knowledge of assigned domain, including dynamics and evolutions in emerging technologies, tools and practices. Able to leverage this knowledge for appropriate and effective consultation and advice to business teams

  • Knowledge of best practices in IT or related project management, continuous improvements and change management

  • Considered an expert in Agile, Six Sigma and other project management, quality and change management methodologies and proven abilities to apply these to IT solutions to meet business needs and objectives

  • Thorough knowledge of Agile and proven abilities to apply these to support IT solutions to meet business needs and objectives

  • Thorough knowledge of SDLC and PLC/SLC relevant to business functions and their business and technology needs, including knowledge of the multiple IT functions involved

  • Understands future trends in IT

  • Demonstrated ability to be a fast learner

  • Demonstrated ability to be flexible and adaptable to change, to move between projects easily and provide support/expertise where needed

  • Strong communication and organizational skills

  • Ability to lead and influence programs, projects and / or initiatives

  • When needed, ability to travel

The salary range for this position is: $139,995.00 - $181,170.00. Gilead considers a variety of factors when determining base compensation, including experience, qualifications, and geographic location. These considerations mean actual compensation will vary. This position may also be eligible for a discretionary annual bonus, discretionary stock-based long-term incentives (eligibility may vary based on role), paid time off, and a benefits package.
