Project Overview:

We are designing and building a one-of-a-kind facility that will turn radioactive and chemical waste left over from World War II and Cold War plutonium production into a form safe for disposal. Your efforts will help protect the nearby Columbia River and the communities, salmon, and wildlife along its shorelines throughout the Northwest.
Sitting at the confluence of the Columbia, Snake and Yakima rivers near two mountain ranges, our community provides access to year-round outdoor recreation, 300 days of sun a year, more than 200 wineries within a 50-mile radius, and the amenities of large cities just a three-hour drive (or short flight) to Seattle and Portland.
The position is located at the Construction Site (located 22 miles north of Richland, WA), with a 4/10 work schedule.
Job Summary:
The Testing Manager is responsible for planning, coordination and execution of the Testing (Startup and Commissioning) phase of the HLW facility. In this role you will develop and manage execution plans, timelines, resource allocation and risk management strategies. You will provide knowledge, expertise, input, training, and consultative support to integrated project teams. You will participate in design evaluations, work planning, and direct the execution of testing activities, while consistently assessing potential opportunities for improvement. You will provide technical direction and assign work to test engineers, technicians, craft or others. The Testing Manager will interface with the HLW Project Management to ensure our testing efforts are in line with project objectives. #LI-LM1
Major Responsibilities:
Managing the continued development and growth of the Testing Organization
Establishes operational objectives and oversees the development and implementation of Testing Strategies and Execution plans to ensure the facilities’ operational readiness
Establishes effective interfaces with Project and Functional Management, Engineering, Construction, Plant Management and the Client to ensure alignment of with project objectives
Coordinates with integrated project teams to evaluate plans, identify project risks, implement lessons learned and propose solutions to improve project performance
Coordinates with integrated project teams to evaluate and provide input on interface control documents, or testing activities controlled by other organizations (e.g. Factory Acceptance Tests or Scale Testing).
Participates in estimate and proposal preparation activities including resource planning, basis of estimate evaluation and schedule development
Provides input to project management, engineering, and construction to ensure testing requirements are incorporated into project activities, including review of project designs and construction to ensure plant testability, operability, maintainability, and operating personnel safety
Directs the formulation and enforces compliance of standard Startup and Commissioning deliverables such as schedules, waterfalls, skylines, dashboards, forecasts, procedures and execution plans
Directs Testing activities including design reviews, preparation of testing plans and procedures, review and witnessing of FAT testing, coordination with construction during field check outs, and execution of the testing in the field
Ensures that work being performed is within scope and budget
Coordinates with client representative to obtain approval on work as it is accomplished
Supervises, coordinates, and reviews the work of assigned engineers, and assigns work to meet completion dates
Performs personnel evaluations for personnel supervised and ensures that they receive appropriate technical assistance and on-the-job training for their professional development
Assist/perform necessary organizational self-assessments (OSA’s)
Education and Experience Requirements:
- Requires bachelor's or master's degree (or international equivalent) and 15+ years of relevant experience in Startup, Commissioning, or Operational experience; or 19+ years of relevant work experience to include Startup, nuclear power facility experience, DOD / DOE experience.
Required Knowledge and Skills:
Must be able to complete and pass a pre-employment drug screen, physical (if located at the construction site), and background check which includes verification of employment and education.
Must be able to obtain a Department of Energy badge for access to the Hanford Site. (Even if teleworking, must still be able to comply with security requirements to obtain a badge)
Must possess the right to work and remain in the United States without sponsorship.
In-depth knowledge in the areas of and knowledge of principles and practices related to Construction, Startup testing and Turnover.
Is knowledgeable of applicable Environmental, Safety and Health regulatory requirements and how they affect operations.
Good knowledge of related Engineering, Procurement, and Construction (EPC) practices and the economics involved.
Knowledge of industry and regulatory standards and design criteria.
Previous Experience as Project, Testing, Startup, or Commissioning Manager including Project Scope Estimating, Program Development, Program Oversight, and Program Audits.
Excellent computer oral and written communication skills.
A professional license in an engineering discipline from a recognized licensing board, OR
Specialized courses in relevant general engineering, or an appropriate engineering discipline, AND/OR
Broad, progressive, work experience including senior supervisory experience to the degree necessary to perform the responsibilities outlined above. This work experience to be in startup, operations, or other relevant experience in design engineering, construction, field engineering, military, or plant operation in power, industrial, process, or marine facilities.
Preferred Qualifications:
Previous experience and knowledge of Bechtel NS&E Startup procedures, programs and processes
Previous experience as a Bechtel Startup (Commissioning) Engineer scheduling and performing system checkout operations and turnover.
Previous commercial nuclear/Department of Energy (DoE) or Department of Defense (DoD) experience.
Previous Experience with System Engineering Requirement, ASME (Nuclear Quality Assurance) NQA-1, and Client Relations.
Ability to manage complex projects and multi-task.
Excellent organizational skills
Ability to flourish with minimal guidance, be proactive, and handle uncertainty.
Comfortable using a computer for various tasks including proficiency in Word, Excel, Outlook and PowerPoint.
Working knowledge of TeamWorks and Setroute.
