Indian Health Service Senior Program Specialist (Loan Repayment) in Rockville, Maryland

Summary This position is the Senior Program Specialist (Loan Repayment) of the Loan Repayment Program (LRP), Division of Health Profession Support (DHPS), Office of Human Resources (OHR) in IHS Headquarters in Rockville, Maryland. Responsibilities Implements the process of recruiting and selecting applicants and making awards for the Loan Repayment Program. Provide Loan Repayment Program (LRP) oversight and assistance with program initiatives and participants. Reviews Health Profession shortage areas and determines eligibility for health/allied health professions based on requirements, criteria, guidelines and working with IHS entities, Tribal and Urban Indian Health Directors and IHS Area Directors. Assist with program management and analysis related to policy, regulations and objectives, including funding processes and service obligation administration. Researches, analyzes and collect data and completes report analysis to assess loan repayment program management to meet operating procedures, policies and compliance requirements. Prepares correspondence and reports, disseminates information on various program requirements, criteria, guidelines and operating procedures. Reviews loan repayment requests and works with applicants and participants, regarding compliance and non-compliance obligations elated to various cases. Monitors activities relating to applicants and awardees and determines compliance or non-compliance of recipients serving their obligations in an eligible LRP site and position. Administers the implementation of recruiting and selection and awarding of Loan Repayment cases to new and continuing participants, following application criteria and eligibility. Determines the calculation and funding through automated system invoicing and purchasing and coordinating program responsibilities with financial system and application procedures. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Miscellaneous Administration and Program Series 0301 (opm.gov) In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector to successfully perform duties of the position. Qualifying examples of specialized experience must include. but is not limited to: 1. Experience providing program management expertise, advice and guidance pertaining to the IHS Loan Repayment Program to ensure it is administered in accordance with mission goals of the organization, AND, 2. Experience performing program management duties in support of IHS Loan Repayment Program administration functions/activities; to include development of new approaches/initiatives to promote and support the strategic direction of the organization/program, creation and management of long-term goals and timelines, development of budget and program operation plans, establishment of key milestones and goals, and the identification and assessment of program interdependencies. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. This position is covered by a Bargaining Unit.
