Citigroup HR Data Governance, Tools & Platform Engineering Lead - SVP in Rutherford, New Jersey

The HR Data Governance, Tools & Platform Engineering Lead is responsible for leading activities that contribute to the definition of the Enterprise Data Governance Strategy, and/or Data Risk and Control Framework and Data Risk Taxonomy and plays a critical role in leading activities to support implementation of the Data Governance Policy/Data Risk and Control framework including Data tools, platforms, and analytics.

This job requires excellent communication skills needed to negotiate internally, often at a senior level. Developed communication and diplomacy skills are required to guide, influence, and convince others, in particular colleagues in other areas and occasional external customers. Accountable for significant direct business results or authoritative advice regarding the operations of the business. Responsible for handling staff management issues, including resource management and allocation of work within the team/project.

Responsibilities:

  • Manages an engineering team or a functional area, while maintaining appropriate staffing requirements (Engineers, Application managers and Quality Engineers) to meet operational needs.

  • Work closely with HR FCDO (Federated Chief Data office) team to oversee the implementation & adoption of technology related CDGP & CDGS in HR Technology area.

  • Responsible for the overall direction, coordination, implementation, execution, control and completion of the program / project and associated dependencies including tools & platforms engineering required for effective Data governance.

  • Oversee data governance and/or Data Risk and Controls and work closely with business/functions to ensure practices are embedded throughout the HR technology area.

  • Ownership of policy adoption plans, compliance metrics, communication, and training. Fully accountability for DCRM (Data Concerns remediation Management) follow-through & building effective controls & measures to ensure data compliance.

  • Ownership of delivery and ultimate closure of corrective action plans completely, accurately and on-time including SORTs or any other data breaches

  • Ability to work closely with data owners, producers, and data consumers to oversee delivery of capabilities & functions (including data analytics, search, and consumable APIs) for end-to-end data ecosystem with minimal data downtime & reduced operational friction.

  • Coordination with other regional Chief Data Office (CDO) teams to ensure consistent treatment of findings, corrective actions plans and response to 2nd/3rd line of defense reviews.

  • Leads reengineering efforts (involving data tools, platforms, infrastructure) in business's methodology, strategy, and organizational goals.

  • Provides advice and counsel related to the technology (Data Platforms and data stores/assets for Search, discovery, consumption, analytics and archival) or operations of the business.

  • Produces recommendations for HR-wide guiding principles, policies, processes, and practices -- including data related best practices, supporting DGD (Data Governance by Design) and DOM (Data Operating Model) executions.

  • Determines requirements for and prioritize development of new enterprise-wide principles, policies, processes, and practices as needed.

  • Oversee & manage engineering design, development and delivery of data related systems, pipelines, APIs & capabilities that facilitate data driven decision making (intelligent insights), data democratization and overall data architecture for a sound Data Governance

  • The position will require maturity of thoughts, strategy and action to deliver engineering excellence to support the foundational pillars of Data Governance & control.

Qualifications:

  • 10+ years experience in Banking, Financial Services

  • 6-10 years Leadership and Management experience leading teams

  • Deep subject matter expertise around Data Governance and/or Data risk, control framework and policy development including Data Engineering (technology) aspects to understand systems, features & overall architecture.

  • An in-depth knowledge and understanding of Data Governance, management, architecture, data concepts, data contract, data offering, LDM, data lineage and guiding principles of FCDO, CDGP and CDGS will be very valuable to have.

  • Must have technical hands-on experience in technology /engineering to effectively manage Data Governance out of a technical organization in HR Technology

  • Demonstrates consistent track record of having worked as a Program or Project Manager, or working on large, strategic cross-functional projects.

  • Strong business analysis competency with historic success in shaping opportunities via conceptual thinking and abstract problem-solving capabilities. Ability to manage communication, contention & expectations with balance & poise.

  • Communicates effectively, develops, and delivers multi-mode communications that convey a clear understanding of the unique needs of different audiences; able to drive consensus, and influence relationships at all levels.

  • Collaborates effectively by building partnerships and working well with others to meet shared objectives. Evangelize common approaches and protects the needs of data stakeholders, owner, and consumers.

  • Ability to gain confidence and trust of others through honesty, integrity, and authenticity. Structured & methodical in problem solving, brainstorming, and harnessing the best of breed talent from diverse sources to create success.

  • Strong negotiation, influencing and stakeholder management skills across a variety of stakeholders at different levels.

  • Strong analytical and problem-solving skills, appreciation of the enterprise data vision. Ability to work seamlessly with business (CDO/FCDO) and technology (Engineering, infrastructure, design, UX) to create compelling results.

  • Experience creating and being a champion for a positive risk culture that supports sustainable business growth through transparent engagement, a partnership approach, and a no-tolerance approach for behavior that exposes the organization to an inappropriate amount of risk.

  • Experience creating and executing against frameworks that improve the quality and value of data to meet regulatory commitments and enhance risk management. Experience leveraging glossary, lineage, and data quality tools to drive governance.

  • Optimizes work processes by balancing effective / efficient processes with a focus on continuous improvement. Demonstrates ability to balance between seeing the big picture while paying close attention to detail.

  • Organizational savvy: understands systems, management processes, knows where to go for information and how to interpret them.

  • Working knowledge of Data Operating Model practices, Data Governance and Data Compliance within large, financial services firms

Education:

  • Bachelor's/University degree, Master's degree preferred

Primary Location Full Time Salary Range:

$176,720.00 - $265,080.00
