Responsibilities Singularly responsible for the implementation and management of a regional law enforcement program. Oversees and reviews the priorities of investigative and patrol assignments within the Region, and the efficiency and effectiveness of investigative / patrol operations conducted by Law Enforcement personnel in their Region. Provides counsel to the Director, Office of Law Enforcement and Security, and other senior BLM officials, which includes the State Directors, District, and/or Field Office Managers on matters perceived within the incumbent's area of responsibility. Supervises the work of two or more Assistant Special Agents-in-Charge (ASAC), one or more state Chief Rangers, and one or more investigative assistants. Responsible for the complexity of investigative operations and work projects, commits manpower and resources of the BLM within the area of responsibility regarding all law enforcement operations. Develops general investigative strategies and tactics and organizes multi-discipline investigative teams of federal, state and local law enforcement personnel, supported by senior officials of supporting agencies. No assumptions will be made about your experience. To qualify for the GS-14 grade level, 1 year of specialized experience equivalent to GS-13 is required. Examples include, but are not limited to: planning, conducting, organizing complex and highly sensitive investigations; identifying violations and initiating corrective action; engaging in long-range strategic planning initiatives; applying expert knowledge of criminal investigations; applying an expert knowledge of criminal investigations, prescribed investigative procedures, and applicable laws and regulations. Performing with considerable independence in planning and carrying out work assignments. Operating with less guidance and review for more complex assignments (e.g. those without established precedents), in terms of discussions of policies, controversial or sensitive areas, and assistance in resolving conflicts. Interpreting policies, guidelines, using judgment effectively to complete assignments. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. There is no substitution of education for experience at the GS-12 and above grade levels. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified. 1) Prior experience as a Law Enforcement Officer carrying out duties involving the investigation, apprehension, and/or detention of persons suspected or convicted of offenses against the criminal laws of the United States. This experience must be documented in the online application or resume with specific to AND from dates (MM/YY), description of work performed, AND hours worked per week. 2) You must have successfully completed a Criminal Investigator Training Program (CITP), at the Federal Law Enforcement Training Center (FLETC) or an approved equivalent training program. An applicant tentatively selected for this position will be required to complete and receive a favorably adjudicated background investigation clearable for access to Top Secret classified information prior to his/her appointment. Physical Demands: Majority of work is primarily office oriented and may require travel to any part of the United States for meetings, law enforcement operations, investigations or other program activities. Work Environment: Work is performed both in an office setting and outdoors with exposure to hazardous and environmentally adverse conditions. This is a secondary/administrative law enforcement position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS).
