The San Francisco Public Utilities Commission (SFPUC) Power Enterprise has two separate retail electric power programs - Hetch Hetchy Power, San Francisco's Publicly Owned Utility, and CleanPowerSF, San Francisco's Community Choice Aggregation program serving approximately 70% of the electricity consumed in San Francisco. Power Enterprise serves this load with a combination of owned and purchased resources.

SFPUC owns and operates the Hetch Hetchy Water and Power Project, which includes 385 MW hydro-electric power generation in Moccasin, California, solar arrays throughout San Francisco, and biogas cogeneration facilities, which together produce cost-effective energy with a zero-greenhouse gas (GHG-free) emission profile. In addition, the SFPUC develops and manages a portfolio of short, medium, and long-term power and storage purchases to serve our load.

Under direction, the Wholesale and Retail Services Manager will be responsible for overseeing the Retail Services, Energy Scheduling and Settlements, and Energy Data Systems groups. These groups perform administration of public utility retail electric power service; administer electric service agreements such as scheduling coordinator services and wholesale power service agreements; provide billing and rates administration services; perform load forecasting and compliance reporting; oversee metering and perform data analysis; maintain all power related software applications and systems; perform scheduling and settlement functions related to the City’s participation in wholesale electric markets and CAISO markets.

This manager will provide oversight for the analysis, consultation, and support to the Deputy Manager, Customers & Planning, regarding policy, planning, and management issues, including program design, and organizational strategies, coordinating with other Power Enterprise work groups as they relate to the Enterprise's business and strategic plans.

Education:  Possession of a baccalaureate degree from an accredited college or university

Experience: Eight (8) years of professional experience in planning and implementing electric service functions such as electric load forecasting, electric meter data management, energy scheduling practices, or electric metering and billing operations of which 3 years must include experience supervising professionals.

Substitution: Additional qualifying experience may be substituted for the required education on a year for year basis up to 2 years. Thirty (30) semester units or forty-five (45) quarter units equal one (1) year of work experience. An advanced degree in relevant fields of study such as engineering, business, computer science, economics, administration or policy may substitute for 1 year of experience.

One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Selection Procedures: After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application at a later time. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Supplemental Questionnaire Examination (Weight: 100%): Candidates who meet minimum qualifications will be invited via a separate link to complete the Supplemental Questionnaire Examination. The purpose of the Supplemental Questionnaire Examination is to evaluate the experience, knowledge, skills and abilities that candidates possess in job-related areas, which have been identified as critical for this position and include, but are not limited to: 

  • Knowledge of Federal, State, and local rules and regulations pertaining to electric service functions and public power utilities, including energy scheduling and market settlement functions, billing and rates administration, load forecasting, and metering

  • Knowledge of principles and practices of management, administration, budgeting, training and personnel management    

  • Ability to manage, supervise, train, and coordinate complex functional areas of responsibility and groups of employees

  • Ability to establish and maintain effective working relationships with departmental staff, representatives of other agencies and the public

  • Ability to present facts clearly and concisely orally and in writing and make group presentations

A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process and be placed on the eligible list.

Candidates will be placed on the eligible list in rank order according to their final score. Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

The department may administer additional position-specific selection procedures to make final hiring decisions.

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. 

The duration of the eligible list resulting from this examination process will be of 12 months, and may be extended with the approval of the Human Resources Director.
