THE ROLE
Responsible for ensuring that the region meets all Community Benefit requirements including Community Health Needs Assessment, Community Health Plans, 501r and state requirements. Oversees the implementation of the system and regional strategy for community health investment including implementation, support and ongoing optimization of programs and services provided in the regions and service areas. Bringing community and public health knowledge to the role, the incumbent develops and directs the community health activities including implementation, support, and ongoing optimization of the programs and services provided in the regions and service areas. In collaboration with system/regional/service area/ministry community health investment leadership, the incumbent will set key performance indicators and monitor progress. This work is integral to PSJH's Mission, Vision, and communities of care model. Supports regional strategy and be the liaison with the executive team in the region.
ESSENTIAL FUNCTIONS
Strategy Development and Alignment/Collaboration: Participates in development of PSJH strategic priorities for community health investment in collaboration with population health, strategic services and the regional executive team. Serves as an community health expert in the region and provides strategic guidance to the regional executive team. Maintains relationships with public health and strategic community partners in the region to ensure alignment and collaboration on strategic priorities. Ensures the integration of the mission, vision, and core values of PSJH.
Management and Leadership: Oversees, guides, and models excellent leadership behaviors in the engagement of community partners and the community health investment teams. Coordinates and facilitates teamwork with various departments to ensure collaboration and input on community health strategies. Provides responsive leadership; able to delegate, coordinate and motivate team to achieve optimal performance in ensuring that the dedicated teams engage with our community partners and key stakeholders. Collaborates and participates in the completion of the regional annual community benefits report. Participates in ongoing community benefit education and development in the field.
Stakeholder Engagement: Develops and maintains relationships with community ministry boards and executive teams to advance and align community benefit strategic priorities. Engages and responds to the communications and reputation management team to ensure they have accurate up to date information on community benefit activities, financials and data. Educates and conducts presentations at the Board of Directors and Senior Leadership to provide the results of the community benefit efforts and strategies. Advocates for and supports a collaborative and just work environment that maintains and augments employee engagement and satisfaction with a career at PSJH.
Key Performance Indicators: Actively supports and incorporates the mission and core values of PSJH in daily activities and interactions with all others. Ensures community health investments are data driven and community benefits are reporting according to PSJH guidelines for common reporting. Ensures that regional data is reported to the system on a timely basis and indicators are on target. Communicates continuously with the regional leadership team on opportunities and challenges with performance indicators for community health investment.
Financial Oversight: Responsible for developing plans including justification for proposal, budgetary requirements, impact, and recommendations documentation. Work with finance to ensure there is dedicated financial staff at the system and in the regions to support common reporting for community benefits.
QUALIFICATIONS
Bachelor's Degree in Healthcare, Public Health, Community Health or related field required
Master's Degree in Public Health, or related field (preferred)
Ph.D. in Public Health or related field (preferred)
9 years of public health, healthcare, community health, social work, or non-profit social service experience
8 years of leadership experience
Experience working with low income, diverse, and vulnerable populations
2 years of community benefit experience in a health or public health system (preferred)
Strong knowledge of statistics, data analysis and data bases
Strong verbal communication and listening skills
Excellent collaboration and team building skills
Ability to perform work independently with minimal supervision
Demonstrated time management and priority setting skills
Cultural competence working with low income, diverse, and vulnerable populations
Self-starter, comfortable with ambiguity and working in a matrixed organization
Regulatory knowledge of governmental processes, community engagement activities, and community benefit/IRS requirements for hospitals
