U.S. Army Corps of Engineers Program Manager in Savannah, Georgia

Summary About the Position: Serves as the Deputy to the Chief of the Programs and Project Management Division with responsibility for the District Civil, Military, Environmental and Support for others programs and projects. This position is located at USACE in Savannah, GA. Responsibilities Directs the formulation of the District Ten-year Civil Works Program and annual program budget. Maintains the Districts Project management AIS P2 system. Plans, directs, and reviews the district's efforts to ensure quality in all aspects of project delivery. Supervises and directs Program and Project Management Division. Directs allocation of project resources in accordance with PMPs to assure objectives and commitments are effectively met. Oversees all phases of major projects to assure integration and coordination within established time frames and maintains corporate goals and objectives, consistent with commitments and policy, as well as measurable performance criteria. Recommends approval of the formulation and execution of the district operating budget. Conducts the District Project Review Board (PRB) and elevates issues not resolved by the PRB to the District Commander for resolution. Basic Requirement for a Program Manager, GS-0340-14: Specialized Experience: One year of specialized experience which includes possessing a broad Program or Project Management background and experience in various programs; an ability to analyze and comprehend Corps of Engineers' procedures, policies, funding authorization, budgeting and appropriation processes; and a demonstrated application of program or project management critical skills such as the ability to manage scope, schedule, and budgets with consideration of risk and stakeholder management on assigned work. Applies knowledge of management concepts, principles, methods and practices, as well as knowledge of methods, practices, and processes of technical disciplines necessary for accomplishment of projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Decision Making Leadership Program Management Project Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
