National Park Service Heavy Mobile Equipment Repairer in Scranton, Pennsylvania

Summary This position is in the Locomotive Shop Operations Division at Steamtown National Historic Site. It is a permanent position. The purpose of this position is to maintain, inspect, and repair "in service" historic steam and diesel locomotives and historic and modern railroad cars. Responsibilities Incumbent inspects and repairs historic steam and diesel locomotives and historic railroad cars to applicable standards. Troubleshoot cause of mechanical problems and make necessary operational repairs. Incumbent understands the makeup and operation of the various individual systems maintained and their interrelationships. Ensures compliance with NPS 28, 29/49 CFR, and AAR standards where applicable. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males Direct Deposit: Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. Drug Testing: You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use. Driver's License: Required to possess a valid State Driver's License. Uniform: You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. Work Schedule: You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. Probationary Period: If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. License/Certification: You must possess and maintain a current Asbestos certificate and Lead Abatement certificate within 6 months of being employed. Travel: You may be required to travel overnight away from 1 to 3 nights per month. You must obtain a government charge card for travel purposes. Government Charge Card: You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program. Qualifications To qualify for this position, you must have sufficient knowledge and ability in the following job-related factors: Ability To Do The Work Of The Position Without More Than Normal Supervision (SCREEN OUT) Ability To Interpret Instructions, Specification, etc. (includes blueprints reading) Ability To Use and Maintain Tools and Equipment Knowledge of Equipment Assembly, Installation Repair, etc. Technical Practices (theoretical precise, artistic) Trouble shooting Use of Measuring Instructions The ability to perform the most difficult and complex tasks of a Heavy Mobile Equipment Repairer, WG-08 without normal supervision. Work includes: diagnosing, repairing, overhauling, and modifying complex vehicles, boats, equipment and systems; having a thorough knowledge of diagnostic equipment, and experience applying to independent judgment in testing, inspecting, and evaluating the work performed on heavy vehicles, boats, equipment and systems. I require minimal supervision to perform these tasks to meet acceptable trade standards and am consulted by other mechanics in difficult situations. A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another. Physical Demands: The physical effort must be considered very sever, because of the unusual site, locations, of many of these structures. The incumbent must be able to climb ladders, roofs, walls, etc., also be able to bend walk, stand, and crawl for long periods of time. Working Conditions: Works both inside and outside. Is continuously exposed to hazardous and unpleasant worksite conditions as; fumes, vibrations, excessive noise, flying particles, moving parts of machines, welding flashes, dust, dirt, and grime. The work is performed on site, on a wide variety of types and conditions of structures. The work is often very dirty or of such nature that may require special protective equipment, such as hard hats, safety toe shoes, respirators, eye/ear protectors, clothing, etc. (Supplied by NPS) Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, submission of ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance (dates should match the dates on the SF-50s).
