PURPOSE OF POSITION:

Under the direction of the Manager-Human Resources (HR), provides a broad range of HR services with focus on day-to-day administration of benefits policies and programs and compensation pay practices.

ESSENTIAL JOB FUNCTIONS:

HR Generalist I and II:

  1. Responsible for weekly accurate and timely entries into the Human Capital Management System (HCMS). Runs weekly reports.

  2. Assists with annual open enrollment process, retirement seminar, and Plan Now. Play Later seminars.

  3. Reviews weekly payroll report and may enter eligible FMLA leave time into HCMS and track the frequency and duration of intermittent leave that qualifies under FMLA.

  4. Conducts new employee orientations, onboarding, and employee exit interviews.

  5. Guides managers and employees with questions regarding benefit policies and programs. Works closely with more experienced HR to advance their understanding of the union and nonunion benefits plans.

  6. Works with the Benefits and Payroll areas regarding unpaid LOAs and proper COBRA notification.

  7. May provide information and advise supervisors and employees on the proper policies and procedures regarding FMLA.

  8. Assists with Benefits and Compensation emails, phone calls, purchase orders, and other administrative duties.

  9. Acts as the point of contact for the Benefits and Compensation area by directing inquiries and providing information as needed.

  10. Prepares and distributes written and/or electronic employee communication, including updates to the CU monitors, the annual Benefits Newsletter, and Connect.

  11. Assists with administration of the Retiree Life Insurance Plan including processing life claims and maintaining eligibility.

  12. Monitors hours worked monthly for interns and determines LAGERS eligibility for full-time/part-time employees.

  13. Assists with administration of COBRA, HIPAA, ACA, ADA and other applicable Federal and State laws and regulations.

  14. Assists employees with LAGERS and savings plan questions.

  15. Performs other related duties as required or assigned by management.

HR Generalist II:

** The HR Generalist II assumes greater responsibility and accountability for the above functions.

  1. Assists with the annual open enrollment process, including calculating and posting employee annual vacation, personal and sick accruals, and processing year-end options.

  2. Makes routine decisions using known policies and previous experience.

  3. Guides managers and employees with questions regarding benefit policies and programs. Works closely with more experienced HR Analysts and the Manager – HR to advance their understanding of the union and nonunion benefits plans, and administration of the HCMS Benefits Administration module.

  4. Responsible for managing benefit plans eligibility. Works with third-party administrators (TPA) to answer questions and resolve issues.

  5. Responsible for coordinating COBRA administration with the TPA.

  6. May serve on the Health Plan Committee and/or assist with special projects as needed.

  7. Assists with administering compensation pay practices including completing salary and benefit surveys, entering the union across-the-board, and the performance appraisal programs. Works closely with more experienced HR personnel and the Manager-HR to advance their understanding of the compensation practices for union and nonunion employees.

  8. Responsible for maintaining the job description database, and performing revisions as needed.

  9. Will develop and present information to employee groups.

  10. Conduct the annual nondiscrimination testing for the Cafeteria Plan.

  11. Assists with the preparation of Requests for Proposals (RFP) including developing complex statistical spreadsheets to be used in the RFP containing information required by prospective bidders and underwriters.

  12. Works closely with the TPA for Flexible Spending Accounts (FSAs) administration to ensure participant account accuracy.

  13. Responsible for keeping benefits administration forms and summaries current.

  14. Assists with the Annual Retirement Seminar.

  15. Performs other related duties as required or assigned by management.

QUALIFICATIONS:

Education and Experience:

HR Generalist I and II:

Bachelor’s degree in HR Management, Business Administration, Communications, or related field is required. Exceptional experience and/or business-related college coursework may be considered in lieu of a four-year college degree on a year-for-year basis. Recent experience with personal computer applications such as HCMS, Word, Excel, and PowerPoint is required. Recent Workday experience is preferred.

HR Generalist I:

One year or more of recent professional HR and/or office administration experience is required.

HR Generalist II:

Four years or more of professional recent HR experience is required. Master’s degree or Professional in Human Resources (PHR) may be considered in lieu of one year of the experience requirement.

Licensing/Certification:

Professional in Human Resources (PHR) or equivalent professional certification is preferred.

Knowledge, Skills and Abilities:

HR Generalist I and II:

  • General knowledge of:

  • Employee benefit administration.

  • Pertinent federal and state laws and regulations affecting employee benefit programs, including COBRA, HIPAA, ACA, FMLA, ADA, and SECTION 125 Plans.

  • Ability to:

  • Work independently, multi-task, work under pressure, and meet multiple deadlines.

  • Handle sensitive information in a highly confidential manner.

  • Proficiency in:

  • Administrative support functions.

  • Microsoft Office Suite.

  • Presenting to groups of employees at all levels.

  • Mathematical and analytical skills.

  • Excellent oral and written communication skills, including knowledge of grammar and punctuation.

  • Excellent customer service skills including the ability to interact with people in a positive, courteous manner.

HR Generalist II:

** The HR Generalist II requires an advanced knowledge of and excellence in the knowledge, skills, and abilities listed above.

  • General Knowledge of administering compensation pay practices.

Physical Requirements:

Typically, sedentary work. Ability to express or exchange ideas by means of the spoken word and receive detailed information through oral communication. Substantial movements of the wrists, hands, and/or fingers, and close visual acuity to operate a computer is required. Bending and stooping may be required for filing and file retrieval. Must be able to work in stressful situations involving employees.

Working Conditions:

Normal office environment. Occasional travel may be required.

Miscellaneous Requirements:

  • Employee must remain alert and aware of their surroundings at all times and maintain the ability to respond to changing circumstances in a timely manner.

  • Must be able to work successfully with diverse groups of people.
