Job Title : Deputy Program Manager (NGA)

Job Summary: EMCOR Government Services is seeking a Deputy Program Manager (DPM) to lead our contract operations supporting the National Geospatial-Intelligence Agency (NGA) headquartered in Springfield, Virginia. The DPM leads a team of dedicated and talented professionals in delivering a wide range of base operations support services - such as installation and facility operations, maintenance and repair; workforce and security support; logistics support; and, project management, as well as others - at NGA facilities and sites located throughout the Washington National Capitol Region (NCR).

This position is contingent upon contract award.

Essential Duties and Responsibilities include, but are not limited to:

  • Serves as the secondary point of contact for this program, available 24/7/365, who supports/assists the Program Manager in achieving contract work performance objectives and program profit/loss. In the absence of the PM, serves as the EGS on-site authority for all program-related issues.

  • Assists overseeing performance in all aspects of contract scope that includes:

  • Workforce and Security Support

  • Logistics Support Services

  • Environmental, Safety and Occupational Health (ESOH) Support

  • Engineering, Construction and Operations Support

  • Project Management

  • Installation and Facility Operations, Maintenance and Repair

  • Grounds Maintenance

  • Custodial Services

  • Supports management of site operations, work schedules, and subcontractors and ensures work meets service demands, objectives, and quality and safety requirements.

  • Establishes and maintains an effective relationship with the customer to establish and maintain a mutually beneficial business relationship.

  • Meets regularly with the customer, vendors and subcontractor partners to discuss operations, performance, project work, schedule, and budget.

  • When required, develops and implements corrective plans of action and milestones designed to return service and performance levels per contract requirements.

  • At the direction of the PM, develops and submits status and performance reports and evaluations to the customer and to higher EGS authority.

  • Maintains good order and discipline among the staff and takes corrective action when necessary to address issues or concerns.

  • Supports oversight of all aspects of project staffing, performance evaluations, and disciplinary issues - for EGS staff and subcontract partners - with the goal of achieving full staffing.

Qualifications

  • Current Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) eligibility.

  • Industry recognized certification in Program and/or Project of Facility Management (e.g. Project Management Professional (PMP), Program Management Professional (PgMP), Certified Facility Manager (CFM), etc.).

  • A bachelor’s degree from an accredited university in Facility Management, Construction Management, Business Administration, Engineering (Mechanical, Civil, Electrical, Structural), or another related field.

  • A minimum of 10 years of experience in managing complex building and facilities operations, including a minimum of 2 years of experience managing a contract of similar complexity and scope.

  • Demonstrated experience in cost control, budgeting, scoping, planning, estimating, procurement, scheduling, change management, tracking, dispute resolution, contracting and leadership.

  • Knowledge and experience with the ARCHIBUS Computerized Maintenance Management System (CMMS) is highly desired.

  • Highly developed leadership, management, supervisory, interpersonal, analytical and communication (oral and written) skills.

  • Demonstrated ability to manage in a diverse and dynamic environment with short-notice tastings and under high-pressure situations.

  • Demonstrated personnel management experience with both organic and subcontractor staff.

  • Demonstrated experience working with labor unions and/or managing service employees working under the Service Contract Act.

  • Strong technical knowledge of all facilities maintenance and operations, including complex mechanical, electrical and plumbing systems, structural systems, vertical transportation and data center operations is highly desired.
