Summary This position is located in the Department of Homeland Security (DHS), Office of Biometric Identity Management (OBIM). The primary purpose of this position is to define, implement, and maintain a Test Automation Framework solution integrated into OBIM's Continuous Integration/Continuous Development (CI/CD) pipeline in support of its IT systems, including all processes, SOPs, and training associated with solution. Non-BU: This is a non-bargaining unit position. Responsibilities As a IT Specialist (SYSANALYSIS/APPSW), GS-2210-13, your typical work assignments may include: Serves as the Test and Evaluation specialist concentrated in Test Automation and the design, testing and assurance of automated software systems quality and functionality in support of multiple complex acquisition programs. Responsibilities involve supporting systems oversight and governance to information technology (IT) programs performing computer and systems with concentration in the integration of the program's automated testing processes into the systems engineering life cycle. Manages activities to plan, monitor, and conduct the stand up and operations and maintenance of Test Automation Framework and automated testing activities of prototype, new, and modified large scale mission critical software systems. Supports planning, organizing and directing OBIM's extensive and broad automated test program; assessing and evaluating automated test data and results; and preparing reports of findings with emphasis on the quality and integration of the automated testing components within OBIM's CI/CD pipeline throughout the program's lifecycle. Explores and provides supporting technical knowledge in evaluating advanced proposals, provides input into reviews and for the overall progress in the software testing effort; and supports coordinating efforts of other representatives who are recognized as technical specialists, as well as representatives from other government agencies and industry pursuing research and development projects involved with the assignment. Requirements Conditions of Employment Qualifications INDIVIDUAL OCCUPATIONAL REQUIREMENT This position has an Individual Occupational Requirement that must be met prior to meeting the specialized experience. SPECIALIZED EXPERIENCE You qualify for the GS-13 grade level if you possess one (1) year of specialized experience equivalent to the GS-12 grade level in Federal service or equivalent private/public sector experience. For this position, specialized experience is defined as: Assessing and evaluating automated test data and results; and preparing reports of findings with emphasis on the quality and integration of the automated testing components throughout the program's lifecycle. Manages activities to plan, monitor, and conduct the standup and operations and maintenance of Test Automation Framework and automated testing activities of prototype, new, and modified large scale mission critical software systems. Manages automated software test and evaluation activities, provides verification and validation of releases. Substitution of education in lieu of specialized experience may not be used for this grade level. SELECTIVE PLACEMENT FACTOR Certification This is a DHS Acquisition position and will require incumbent to obtain/maintain Acquisition Certification for DHS Test and Evaluation Managers. You must have or be able to obtain a DHS Acquisition Professional Certificate Level III in Test and Evaluation within 24 months of start date. NOTE: If you currently possess this certification, you must submit a copy as proof of possession, otherwise you will receive an ineligibility rating.
