This position will direct and manage the programming aspect of the Health, Recovery and Programming unit. Responsibilities include:

  • Manage case management services at assigned Minnesota Correctional Facilities (MCFs) to ensure compliance with all relevant statutory, policy, licensing and certification standards and guidelines. Develop, review and revise case management related policies and procedure as needed.

  • Provide broad administrative direction to person-centered case planning effort, establish and maintain a continuum of transformational programming, services and activities that start at the point of admission and continue through release, focusing on creating positive outcomes for those incarcerated.

  • Develop, implement, audit, and evaluate a robust process for identifying new transformational programming, services and activities for implementation services, and the process by which activities are introduced and operationalized into at the facilities consistent with a person-centered approach.

  • Develop and present funding recommendations to the Assistant Commissioner of Health, Recovery and Programming, that use resources that align with case management and program objective and goals.

  • Develop and implement strategic planning recommendations to the Assistant Commissioner using a data-driven approach, to address and resolve operational issues related to the provision of case management, programming, services and activities.

Hybrid/Telework: To promote a culture of flexibility, we offer staff a hybrid work environment that varies by team, position, and business needs. The specific Minnesota work location will be determined at the time of appointment based on department business needs and applicant availability. This position may be eligible to telework. Teleworking employees are required to live in Minnesota or a bordering state. This position will require travel to Minnesota Correctional Facilities (MCF) throughout the State.

Minimum Qualifications

  • Four (4) years of advanced professional-level experience designing, implementing, and/or evaluating corrections programs.

  • Experience providing leadership in the delivery of ongoing programs, divisional planning, program control, and implementation of new or revised programs, policies, and procedures.

*Leadership experience can include experience as a supervisor, lead worker, team lead, project lead, or completion of a State of Minnesota leadership program (e.g., ELI or SLI), or comparable leadership program.

Preferred Qualifications

The following qualifications are strongly desired of applicants seeking consideration for this position:

  • Bachelor’s degree or higher in Criminal Justice, Sociology, Psychology, Public Administration, or closely related field.

  • Experience providing programming, and/or supervision services for criminal justice involved persons

  • Experience as a trainer or in public speaking

  • Experience in organizational change management for implementing programs to improve participant outcomes.

  • Experience supervising staff in the provision of services to criminal justice involved individuals

Physical Requirements

The completion of pre-placement physical components may be required for this position. These components may consist of a tuberculosis screening, commercial drivers license (CDL) drug test, and/or respirator clearance. Additional Requirements

The selection process may include screening the top candidate(s) on their criminal history, predatory offender registration, offender associations and/or other applicable background information in accordance with Department of Corrections’ policy. Top candidate(s) must pass a criminal history check which includes successful completion of all sentencing and/or restitution requirements of law enforcement jurisdictions, including probation.

Employment history/reference checks, including incidents of sexual harassment, will also be conducted on the top candidate(s) in accordance with Department of Corrections’ policy. This may include a review of job performance and discipline records.
