In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. This position will become a part of DCYF.

As a Child Care Assistance Program (CCAP) Modernization Consultant, you will lead new initiatives and direct continuous implementation of information technology (IT) processes and products to support federal and state regulations pertaining to the Child Care Assistance Program (CCAP). Responsibilities include:

  • Lead the procurement, development, and implementation of an integrated, modernized service delivery system and explore options for future solutions that prioritize user experiences.

  • Function as a system and business process expert, representing CCAP on technology system projects by coordinating changes and ushering enhancements across the department with MNIT, external vendors and end users.

  • Deliver high quality results in a timely manner, aligning with project objectives, and promising a consistent and easy to navigate user experience through human centered design principles.

  • Build internal capacity around new ways of working, harmonize with other cross agency modernization initiatives and enterprise frameworks, and drive change management while having knowledge of and incorporating state and federal policies and regulations into IT processes and change; strategically guide work with the Department of Education’s Early Learning Scholarships (ELS) administration to ensure alignment with Great Start for All Children Task Force recommendations.

Minimum Qualifications

Three (3) years of professional experience in human services, public assistance programs and/or early childhood/school aged care. Experience must demonstrate the following:

  • Experience leading efforts that result in change to systems, policies or programs.

  • Facilitation and presentation experience.

  • Creating and implementing project plans.

  • Fiscal and in-depth policy analysis sufficient to analyze legislative bills and federal law changes.

  • Understanding of the roles and relationships of county, state, tribal, federal and community agencies.

  • Knowledge of federal or state early childhood and school age care policy and programmatic issues.

Preferred Qualifications

  • Bachelor’s or Master’s degree in public administration, human services, or child care

  • Experience with the Child Care Assistance Program or similar publicly funded human services focused on children and families

  • Experience with analyzing federal and state legislation, and rules governing the Child Care Assistance Program

  • Experience with data systems, data elements and application software solutions and web technologies

  • Knowledge of and/or experience with principles of human-centered design, business process redesign, program simplification, continuous improvement, strategic planning, and change management.

  • Variety of experiences working effectively with others from different backgrounds and cultures.
