This position exists to supervise the Minnesota Merit System (MMS), which provides a human resources program for county human services, social services, and health agencies that complies with federal merit system standards and state and department policies and procedures.

The incumbent provides supervision of the work of the Merit System team in the areas of assessment, selection, classification, compensation, job evaluation, and HR transactions; providing human resource management consultation and services to county human services, and social services agencies while and performing additional human resources functions as needed.

The incumbent has access to labor relations information as defined in M.S. 13.37; Provides assistance and information for use in the development of a strike plan and research/compile classification and compensation information to respond to equity proposals for salary ranges for classes under review in collective bargaining negotiations.

Some responsibilities include, but are not limited to:

  • Supervise, coach, train, and provide work direction by assigning, directing, and guiding the work activities of the Merit System.

  • Supervise and maintain a comprehensive position classification plan for agencies governed by the Merit System.

  • Supervise and oversee recruitment and assessment activities for the Merit System, ensuring the timely selection of qualified candidates for positions across covered agencies.

  • Supervise the development and maintenance of compensation plans for the Merit System, ensuring they reflect equitable internal, external, and employee compensation relationships for county employees not covered by another bargaining agreement or compensation plan.

  • Plan, develop, supervise, and conduct training for county staff in all areas related to human resources management, including performance management, contract interpretation, compensation, and classification for county staff to remain knowledgeable and stay abreast of the most current practices and procedures.

  • Provide level human resource management consultation and services to county human services/social services agencies; and performing other generalist human resources functions.

Minimum Qualifications

Demonstrated leadership experience. Leadership experience can include:

  • Experience as a supervisor, lead worker, team lead, project lead;

  • Completion of a State of Minnesota leadership program (e.g. ELI, L4);

  • A paid/unpaid position leading a program or chairing a committee

  • (e.g. ERG) - Experience must include:

  • 1+ year of experience identifying issues, drafting goals and strategic actions

  • 100+ hours per year time commitment

AND

Four (4) years of work experience in Human Resources focusing on specific skills and tasks unique to HR. This experience should go beyond basic tasks and demonstrate an understanding of HR functions such as recruiting, employee relations, and compliance with employment laws. The HR experience must include the following:

  • Working knowledge of federal and Minnesota state employment laws and rules and merit system standards and principles.

  • Consulting on employee relations issues, including appropriate corrective or disciplinary action, human resource policy language, affirmative action plans, organizational changes and employment laws and regulations.

  • Recruitment and selection, classification, job evaluation and compensation administration.

Preferred Qualifications

  • Variety of experiences working effectively with others from different backgrounds and cultures.

  • Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond flexibly to requests and concerns.

  • Working in Human Resources in a unionized environment.

  • Working knowledge of the operation of county government, county boards and relevant statutes affecting county administrative functions.

  • Planning and organizing projects to include evaluating processes and re-designing work processes to improve efficiency and service.

  • Experience with the Federal Merit System principles.

  • Working knowledge of public sector budget principles and processes.

  • Strong supervisory and management skills.
