Federal Acquisition Service Project Manager in Stuttgart, Germany

Summary As a Project Manager, you will establish client need and project scope for a contractor supported project for DoD or Civilian Agency Professional Service (PS) projects. Location of position: Stuttgart, Germany This office is a full spectrum, cradle-to-grave acquisition, project and financial management services provider. Multiple vacancies will be filled. Responsibilities Major duties include, but are not limited to the following: Identifies, strategizes, schedules, and tracks accomplishment of all activities required to satisfy client requirements. Identifies optimal acquisition strategy. Defines technical and contractual requirements associated with client need. Monitors contractor performance to ensure compliance with project management plan, contract, and compliance with pertinent regulations. Prepares solicitation and related acquisition package materials related to the approved acquisition strategy. Security Clearance: This position will be at the T5 Critical Sensitive High-Risk or higher clearance level as needed. Some positions may require a T5 Special Sensitive High-Risk and will require the selectee to undergo and pass a more extensive background check for a Top Secret clearance once onboarded based on agency needs. A waiver (interim) MAY be granted if applicable. Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment. To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience as a project manager on complex and highly visible projects, developing contract requirements and ensuring their delivery in the areas of information technology and professional services support. Such experience must have included the application of procurement practices and techniques to perform contract administration and closeout; accomplishing work through others as a senior member of a project team; and application of negotiation techniques to conduct contract negotiations with high level business, industry and/or Government officials. Locality rates of pay will not be used for pay setting when transferring to the overseas area. If you are selected for this overseas position, you must pass a medical exam or provide a recent (within the past 60 days) medical certificate prior to your start date. You must have a Official or Diplomatic passport before we can set a start date for you. Selectees MAY receive certain foreign area benefits such as: Post Allowance, Living Quarters Allowance (LQA), Temporary Quarters Subsistence Expenses (TQSE), Education Allowance, Home Leave, and any other allowance or benefits to the employee, as allowed by regulation and GSA Overseas Employment policy. This is a time-limited overseas assignment. The initial tour will be 36 months and may be extended. Upon completion of this time-limited overseas assignment, you will return to the continental U.S. in the same or another similar position of equivalent grade and pay. If selected, you will be required to sign a GSA 5040 form, Overseas Employment Service Agreement service agreement if relocation expenses are paid. An Overseas Renewal Service Agreement, GSA 5042 form, may be required for the purpose of Home Leave and Renewal Agreement Travel (RAT). The GSA Form 5042 is used to extend the initial overseas tour. Prior to relocating to the overseas duty station, there may be an orientation period in the U.S., subject to management discretion. This will be scheduled by your HR contact and will allow you the time needed for onboarding and completing onboarding tasks such as mandatory or job specific training, reviewing and enrolling in benefits, processing your no fee official or diplomatic passport and visa application, receiving your laptop, badge, cell phone, organizing your upcoming move, and more. During this orientation period situational or regular telework may be authorized. If selected, you MAY be assigned to a dual status (i.e. dual appointment) position with the Department of Defense. The dual status employee and their eligible dependents will thus be entitled to the same privileges, exemptions and immunities as other DoD civilian employees and their dependents assigned as applicable to Stuttgart, Germany.
