Summary Part of the Organization of the Joint Chiefs of Staff. Serving as Management and Program Analyst providing command and control and operational expertise in direct support of the Requirements and Implementation Branch Chief, Coalition Interoperability Division (CID). Serves analytical expert for the assessment, synchronization and integration of joint and mission partner warfighting development functions and activities to address capability needs and interoperability shortfalls. Responsibilities As a MANAGEMENT AND PROGRAM ANALYST (INTEGRATION INTEROPERABILITY at the GS-0343-14 some of your typical work assignments may include: Serve as an operational and technical expert responsible for planning, execution and analysis of assessments and test and evaluations in support of the Requirements and Implementation Branch Chief and the Coalition Interoperability Division (CID) Chief. Participate in joint mission environment development of joint C2 capability test and evaluation standards and policies. Participate in the resource programming and budgeting process for the Division's efforts supporting the Department of Defense joint command and control family of programs, systems, and capabilities. Participate in the planning, direction, and coordination of functions such as review and recommended action on proposals, actions, and reports relative to program execution including recommendations for action or decisions by higher authority. Provide results of studies, analyses, and evaluations to counterpart agencies to share experiences and thereby improve overall defense level planning in areas of assignment. Requirements Conditions of Employment Qualifications You may qualify at the GS- 14, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Applies analytical and evaluative methods and techniques to resolve issues and/or conduct studies concerning systems modernization in a joint and mission partner environment; Administered pertinent regulations, policies, and precedents that affect the combat development process to effectively direct and coordinate the efforts of team members from the senior military organizations; Reviewed and approved the integration of materiel solutions to capability deficiencies by applying Requirements Determination Processes, battlefield principles and concepts, standard integration practices and methods. Utilizes concepts of joint, service and mission partner and warfighting systems, command and control, joint interoperability and integration, and related DoD, service, and agency policies, regulations, and practices Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Substitution of education may not be used in lieu of specialized experience for this grade level.
