Your Specific Responsibilities:

This professional position has been established to work independently and with minimal supervision under the direction of the Administrative Services Director II and the Director of the Office of County Health Systems as well as working other State health offices to analyze, develop training materials, review and develop administrative procedures, coordinate/conduct statewide and CHD specific training to enhance skills and abilities of CHD administrative and key management staff. This position may be based at a County Health Department.

Maintains knowledge of applicable rules, regulations, departmental policies and procedures related to: proper use of grant funding, maximizing revenues, appropriate expenditures, audit procedures, processing of invoices and payment of vendors, Financial Information and Reporting System (FIRS), Financial Information System (FIS), Florida Accounting and Information Resource System (FLAIR), Medicaid Cost Base Reimbursement, Health Management System (HMS), development of budget and county core contract, contract amendments, authorized State and County fees, spending plans, budget process, inventory control, insurance billing, quality improvement process, purchasing rules, purchasing card procedures, and My Florida Market Place (MFMP).

This position is responsible for and assists County Health Departments (CHD) with all Administrative Service areas including budget preparation. The position fills in for the CHD Business Manager during vacancies and extended absences including preparation and administration of budgets. This position has authority to approve purchases and payments up to the delegated amounts (Category 2) for CHDs in the absence of the Business Manager.

Consults and prepares analysis on any budgetary reductions, including but not limited to, reviewing workforce reductions plans with administrator and business manager, reviewing appropriate budgets and grants for reductions. This includes access to information related to employee status, tenure, rate of pay, and fringe information.

Incumbent will assist with writing/interpreting policies and procedures. Incumbent will work extensively on training activities of administrative functions and provide technical assistance to county health departments. This position will be responsible for keeping training materials and courses in TRAIN up to date in conjunction with the Division of Administration.

This position will assist in developing written policies and procedures related to CHD administrative activities, developing training programs, and presenting/coordinating the various programs to select audiences. Emphasis will be on orienting/training CHD staff with the role of the Florida Department of Health, major job responsibilities/functions at the CHD level, and enhancing skills and promote administrative efficiencies. Program activities may include budgeting, finance and accounting, general services activities, personnel, CONMAN, Vital Statistics, or other appropriate topics. This position will be instrumental in providing support and training to new CHD Business Managers to ensure their success. This position will assist with the orientation of new CHD Directors and Administrators to the CHD business operations, reports to monitor, and provide technical assistance to them.

This position will maintain training records, assessments of the training activities, development of course topics, development and evaluation of core competencies, identification of speakers/presenters, maintaining training calendar, and coordinating various presentations. This position will work closely with the Office of County Health Systems in assisting the CHDs in all administrative functions including filling in for absent or vacant business managers.

Note: This position may require overnight travel (up to 50%). A valid Florida Drivers License is required.

Required Knowledge, Skills, and Abilities:

  • Knowledge of administrative services program areas and their activities.

  • Knowledge of Florida Department of Health policies, procedures, and systems relating to the operations of County Health Departments.

  • Knowledge of Finance and Accounting, General Services, Budget, Human Resources, Vital Statistics, Information Security, Information Technology, FLAIR, FIRS, FIS, HMS, CONMAN, and CHD clinical operations.

  • Extensive experience with Microsoft Office products, high skill level with Excel and PowerPoint.

  • Ability to facilitate a large group and work with a myriad of people.

  • Ability to manage an administrative services program.

  • Ability to determine work priorities, assign work, and ensure proper completion of work assignments.

  • Ability to communicate effectively.

  • Ability to establish and maintain effective working relationships with others.

  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to administrative services program areas.

  • Ability to assess budgetary needs.

    Qualifications:

  • At least 4 years of experience working with CHD business/administrative office to include but not limited to – Budget preparation & monitoring, Accounts Payables or Accounts Receivable, Financial analysis, General Services, Vital Statistics.

  • At least 3 years of experience with the Florida Information Reporting System (FIRS), CONMAN, MFMP, FIS, HMS.

  • Experience in creating trainings and presentations and speaking before large groups.

  • Proficient Computer experience to include Microsoft Excel, Word, Outlook, Publisher, and PowerPoint.

  • Must be a current Department of Health employee in good standing.

  • Current and Valid Florida Driver’s License.

    Preferred:

  • Degree in Business Administration/Finance/Accounting fields

  • State/DOH Contract Management Certification

  • Currently in a CHD Business Manager position.
