    Florida Education and Training Placement Information Program

    The Florida Education and Training Placement Information Program (FETPIP) is a data collection and consumer reporting system established by Florida Statutes Section 1008.39 to provide data and reporting on former students and program participants who have graduated, exited, or completed a public education or training program within the State of Florida. The statute requires all elements of Florida's workforce development system to use information provided through FETPIP for any project they may conduct requiring automated matching of administrative records for follow-up purposes.

    Together with its intra-agency and external partners, FETPIP produces data, reports, business intelligence, and other work products that informs policy and decision making, state and federal accountability reporting, educational and vocational program performance, return on investment, and other metrics.

    Job Description

    The FETPIP Senior Database Analyst, as part of the FETPIP team, develops SAS programs and/or SQL queries to produce datasets, reports, and other work products. The candidate will transition new projects from concept to completion and will develop custom code to replicate existing processes. They will also perform technical writing, documentation creation/updates, data analysis, and extraction, transformation, and loading (ETL). The candidate will also assist with process development, creating and enforcing data standards, database management, and other duties, as assigned.

    Examples Of Work Performed:

  • Develops custom SAS programs and/or SQL queries to produce datasets, reports, and other work products, as required.

  • Develops, updates, and maintains database documentation including data dictionaries, user documentation, application, and system documentation.

  • Develops and maintains SAS programs and/or SQL queries to perform ETL processes to load data into FETPIP database from customer created files.

  • Creates, alters, and updates existing SQL tables as required using SQL code.

  • Plans, designs, programs, and test database manipulations to extract selected data elements for FETPIP applications for reporting and analysis.

  • Coordinates with staff in the use and development of the FETPIP database to maintain data security and integrity, ensure efficient data handling and provide for the incorporation of new hardware and software developments where appropriate.

  • Actively protects and ensures data confidentiality for all FETPIP data through strict adherence to all State and Federal privacy laws, rules, regulations, and standards.

  • Follows and enforces mandates and conditions for existing all data sharing agreements for which FETPIP is party to.

  • Assists team in maintaining and providing improvements to FETPIP's web page including periodic and annual updates and web asset management.

  • Performs other duties as assigned by FETPIP director.

Minimum Qualifications:

  • Relevant bachelor's degree from an accredited college or university or an equivalent combination of edcuation and experience.

  • One (1) to two (2) years writing intermediate to complex SQL queries or SAS programs.

  • One (1) year of data analysis and reporting experience.

  • Ability to adapt in a dynmanic environment and handle muitiple priorities

    Desired Skills:

    Experience creating visualizations, technical writing, and desktop publishing.

    Educational Substitutions:

    Three (3) or more years' experience in SAS or SQL programming, data analysis, research, or relevant experience as described above can substitute for the required college education.

    LEAVE INFORMATION:

    • Annual Leave- All full-time Career Service employees filling established positions earn annual leave in varying increments dependent upon years of creditable service. Employees with up to 5 years of creditable service earn 8.667 hours per month, with 5 to 10 years earn 10.833 hours per month and those with over 10 years of service earn 13 hours per month.

Background Screening Requirements:
