The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.

This is a highly responsible and professional position that will serve as the Senior Strategic Operations Administrator for the state mental health treatment facilities. This position will support the state’s state mental health treatment facility’s system of care by directing and coordinating activities consistent with established goals, objectives, and policies. This position will work closely with Substance Abuse and Mental Health leadership to drive strategic growth, continuous improvement, optimal clinical operations, excellent patient care and outcomes and best practices. This position will work with senior management to develop and execute ongoing strategic planning, initiatives as well as operational and resource planning.

Specific Duties and Responsibilities include:

  • Identify, plan and execute operational efficiencies and establishes/recommends processes for operational excellence and innovation.

  • Maintains effective communication with support offices and key strategic partners across the hospital network.

  • Facilitate the development of State Mental Health Treatment Facilities’ strategic plan and annual plan updates; serve as the lead project manager for State Mental Health Treatment Facilities’ enterprise-wide projects; Mange all project plans as approved by leadership; track overall progress and compliance with approved project plans; prepare management status reports.

  • Assist with monitoring financial resources and strategic investments to support facility operations.

  • Assist with the oversight of contractual, compensation, operational, human resource, financial, and other practice management needs.

  • Provides collaborative advice in a supportive but direction setting manner. Thinks strategically but able to provide hands-on guidance in the tactical, day to day activities, leading to sound recommendations and best practice outcomes.

  • Leads State Mental Health Treatment Facilities Change Management initiatives in collaboration with facility employees to achieve desired outcomes.

  • Manage the State Mental Health Treatment Facilities’ dashboard, data collection processes, statewide data reports; ensure consistent reporting of data to track performance metrics; conduct trend analyses and prepare management reports as assigned.

  • Provide support for legislative activities to include but not limited to research, bill analysis, bill tracking, evaluate legislative impacts, prepare legislative presentations, briefing and documents to be disseminated to external stakeholders.

  • Assist with disaster preparedness and response activities; disaster plan management; manage strategic partners.

  • Serve as the State Mental Health Treatment Facilities’ liaison for all data and technology needs and projects implemented to support operations.

  • Advise higher-level management areas of improvement and/or concern and provide possible solution, as applicable.

  • Provide consultation through the accurate presentation of data and other service/program information.

  • Performs other duties as required to meet program and departmental goals and objectives.

  • Knowledge of Florida Behavioral healthcare industry, state laws, regulations, rules and policies.

  • Knowledge of psychiatric hospital operations, human resource management, budgets, facility infrastructure and bed utilization.

  • Knowledge of the legislative process, to include bill analysis and the ability to understand the impact of legislative changes.

    Minimum Qualifications:

  • A master’s degree from a college or university in a Psychology, Health Care Administration, Management or related field.

  • Seve n years of professional experience in an executive to mid-level management role at a psychiatric facility related experience, two of which directly relate to psychiatric hospital operations.

  • Professional experience as described above can substitute on a year-for-year basis for the required college education.

  • Two years of professional experience with business and/or technical writing.

  • Two years of professional experience with research and analysis.

  • Two years of experience implementing and managing complex projects.
