Job Title: Utilities Manager FLSA Status: Exempt\ Department: Public Works Water/Wastewater Division\ Reports to: Public Works Director

This position, under the general supervision of the Public Works Director, supervises operation of the plant, equipment, and facilities to treat wastewater and water in compliance with United States Environmental Protection Agency (EPA) and the Kansas Department of Health and Environment (KDHE). Lead the maintenance of water and wastewater facilities and equipment. Wage \$62,878-\$69,867 DOE

RESPONSIBILITIES

  • Primarily assist in the direction of operations, employees, programs, projects, and activities of the Public Works Water/Wastewater Division. Assist in the direction of the Streets Department. This may include emergency direction such as storm clean up or snow removal.
  • Actively assists divisions of Valley Center Public Works (VCPW) in areas identified above.
  • Fill role of primary supervision of Water/Wastewater Department.
  • Assists in the supervision and planning of the Water/Wastewater Division.
  • Supervise and assist with the installation and maintenance of water and wastewater services, including connection/disconnection of water/wastewater services and water meter installation/replacement, including emergency events. Also supervise water meter reading and record usage for utility billing purposes.
  • Services are handled in a safe and timely manner with no leaks present once work is complete.
  • Response time for connecting and disconnecting services meets department standards.
  • Work is completed in a professional manner (quality finish work and any interaction with public is respectful).
  • Meter reading is accurately completed in a timely manner.
  • Participate and make recommendations in personnel matters including, but not limited to, interviewing, and selecting employees, appraising productivity and efficiency of employees, completing performance evaluations of their subordinates and offering advice and assistance when necessary, and handling employee complaints.
  • Division personnel are provided with appropriate guidance and information.
  • Knowledge and understanding of the VCPW activities are maintained.
  • Employees performance appraisals are conducted in a thorough and timely manner. Employees are given feedback on their performance on a regular basis.\ Employee discipline is conducted when necessary, following the Citys Personnel Policy.
  • Assist the Public Works Director with developing, revising, and enforcing organizational and departmental standard operating procedures, including department policies, safety rules, and regulations. Analyze and assist in designing departmental work processes, operations, and construction project approaches to continuously address effective and efficient service delivery.
  • Review department policies on an annual basis and make recommendations for revisions when necessary.
  • Review procedures for revisions and identify/assist with writing new procedures when necessary.
  • Provide training to staff in regard to safety or changes in procedure.
  • Provide input and assist the Public Works Director with the Wastewater/Water Divisions budget, evaluations and hiring decisions.
  • Budget requests are prepared within the expected time frame, is accurate and reasonable.
  • Budget is monitored against actual expenses throughout the year, with the necessary reports and analyses maintained.
  • Employee evaluations are completed and submitted to the Public Works Director in a timely fashion.
  • Input is provided for hiring decisions, including participation in the employee in erview process.

The incumbent has the fundamental duty to: (a) maintain acceptable standards of office conduct (b) come to work within defined work hours (c) perform all assigned responsibilities in a safe and appropriate manner and (d) maintain acceptable working relationships.

The incumbent is expected to do all assigned responsibilities. Additionally, on a rotational basis, must be on 24 duty (similar to on call).

KNOWLEDGE/SKILLS/LICENSURE/CERTIFICATION

A high school diploma or GED required. Verbal and written communications skills required. Understanding of the budgeting, planning and scheduling process preferred.

A valid state Class A commercial driver\'s license with a tanker endorsement and air brakes, or ability to obtain is preferred within 12 months of employment. Tactful verbal and written communication skills are required.

Must have a minimum Class 3 Water or Wastewater Certification from KDHE. A Class 4 Wastewater and Water Certification from KDHE is preferred. Must maintain each license by continuously meeting renewal requirements as set by KDHE. Ten hours of training every two (2) years is currently required.
