What We Offer

The County of Ventura offers an attractive compensation and benefits package. Aside from our base salary range, an employee within this position will also be eligible for the following:

  • General Salary Increase - 3.5% effective December 22, 2024.

  • Educational Incentive - An educational incentive of 2.5% for completion of an associate's degree, 3.5% for completion of a bachelor's degree, OR 5% for completion of a graduate degree.

  • Bilingual Incentive - Incumbents may also be eligible for bilingual incentive depending upon operational needs and certification skills.

  • Annual Leave - 208 hours per year, increasing to 288 hours after 5 years of service.

  • Annual Leave Redemption - The ability to "cash in" or redeem up to 100 hours of Annual Leave per year after using 80 hours in the preceding twelve months.

  • Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3% match on your 401(k) contributions. Following five (5) years of continuous County service, and additional 2% non-elective contribution will be made to the 401(k) plan.

  • Health Plans - You are afforded a flexible credit allowance for purchasing medical, dental, and/or vision insurance from a group of authorized plans. For plan year 2024 tier one for employee only is $502 per pay period, tier two for employee plus one is $730 per pay period, and tier three for employee plus family is $905 per pay period.

  • Flexible Spending Accounts - Choice of participation in the Flexible Spending Accounts which increase spending power through reimbursement of pre-tax dollars for IRS approved dependent care and health care expenses.

  • Pension Plan - Both the County and employees contribute to the County's Retirement Plan and to Social Security. If eligible, reciprocity may be established with other public retirement systems, such as CalPERS.

  • Holidays - 12 paid days per year which includes a scheduled floating holiday.

    County Government

Ventura County is a "general law" county, governed by a five-member, elected–by-district Board of Supervisors. The Supervisors appoint a County Executive Officer (CEO) to oversee the County budget, day-to-day operations, as well as to advise, assist and act as an agent for the Board of Supervisors in all matters under the Board's jurisdiction.

The County Executive Office

The CEO's Office is a critical component of the County organization and the Chief Financial Officer (CFO) supports the CEO by providing advice and counsel on financial matters of countywide impact and policy in relation to the County's approximately $3 billion budget and AAA credit rating. The Office is responsible for the recommendation and/or implementation of Board Policies, the preparation and administration of the County budget, management of capital projects, the recruitment and retention of a high-caliber workforce and the negotiation and administration of contracts. The Office also has extensive interactions with local cities and other public jurisdictions within the County, representatives of the state and federal governments, as well as community-based organizations. In conducting business, the Office strives to provide high quality services in a fiscally prudent manner, while consistently fostering a culture of collaboration among agencies to better integrate and coordinate services, and actively promoting diversity, equity, and inclusion to reflect and engage the community.

The Position

Under direction (Management Analyst II) or general direction (Program Management Analyst) of the County Chief Financial Officer, the CEO Budget and Capital Projects Analyst will lead a variety of County capital projects. In addition, the position will provide oversight and analysis of an assigned departmental budget and monitor and evaluate compliance with Board of Supervisors adopted policies in one or more agency areas. The position resides in the CEO’s Budget and Finance team.

The Ideal Candidate

The CEO’s Office is seeking a poised, professional, and seasoned individual with a background in capital project management, budgeting, policy analysis, and grant writing and management. The ideal candidate will be an excellent communicator to various audiences, including elected officials and County leadership. The ideal candidate must have a positive attitude, strong interpersonal skills, work effectively in a team and a fast- paced environment, show initiative and adapt well to change; be organized, and detail oriented. The successful candidate will have the background, experience, and knowledge to demonstrate some of the following:

  • Strong verbal, written, analytical, and communication skills;

  • Experience with managing or participating in projects of varying complexity levels;

  • Experience drafting analytical reports to a legislative body and presenting such reports in a public meeting

  • Skill and leadership abilities in analyzing and addressing complex problems;

  • Experience managing project teams, vendors, and finding creative solutions to challenges

  • Master's degree in Business Administration, Public Administration, or other related field;

  • Demonstrated experience and clear understanding of the principles of project management including: project scope, budget, real estate, scheduling, and project bidding and procurement processes (Certified Project Manager a plus)

  • Experience and/or demonstrated understanding of capital project management in the public sector utilizing various funding streams

PAYROLL TITLES AND APPROXIMATE SALARIES:

Management Analyst II: $110,916.36 - $155,298.12 Annually

Program Management Analyst: $126,617.68 - $177,282.13 Annually

NOTE: If appointed at the lower level, incumbent may be promoted to the higher level without further examination upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department.

The positions of Management Analyst II and Program Management Analyst are Management classifications and are not eligible for overtime compensation.

Examples Of Duties

Duties may include, but are not limited to the following:

Management Analyst II (MAII):

  • Serves as a team member and may lead a variety of capital projects.

  • Reviews requests and inquiries of internal and external agencies and determines steps necessary for disposition;

  • Provides generalist management staff services including research, development, and preparation of draft policies;

development of management operation/systems; project/program/policy implementation, and evaluation; preparation and presentation of written and oral reports;

  • Completes special studies and recommends implementation strategies;

  • Analyzes and reports on State and Federal legislation;

  • Assists in the analysis, development and implementation of budgets, proposals, policies, procedures, contracts and operations in a program area;

  • Interprets rules, regulations, policies, and procedures related to specific program areas;

  • Provides specialist management staff services including fiscal/budget analysis and preparation; completion of special studies and reports; and program and special project development;

  • May be assigned to serve as the lead on special projects and programs; and

  • Performs other related duties and special projects as assigned.

    Program Management Analyst (PMA):

  • Serves as a project manager for a variety of capital projects.;

  • Serves as program management expert on behalf of the County Executive Office in a major program area;

  • Performs studies of existing and proposed organizational policies, procedures, and systems to determine compliance with Board of Supervisors adopted policies and makes written and oral reports on determinations regarding findings and proposed solutions; may present comprehensive findings directly to the Board of Supervisors; and may provide oversight in implementing solutions;

  • Analyzes programs and associated budget requests and makes recommendations;

  • Reviews, and coordinates fiscal control of, approved appropriations with agencies and departments assigned in a major program area;

  • Establishes and facilitates effective relations with, and provides administrative counsel to, agencies, departments and program operators in areas of assigned responsibility;

  • On behalf of the CEO, may mediate and resolve conflicts within and between program areas;

  • Analyzes and observes the financial aspects of operations and makes recommendations to department or County management, new or modified courses of action to improve the effectiveness of those operations;

  • Prepares and presents complex financial reports and recommendations;

  • Performs management and analysis of program, policy, and fiscal issues;

  • Analyzes a comprehensive spectrum of financial functions;

  • Exercises independent analysis and judgment and a high degree of adaptability to develop innovative approaches for resolving complex financial issues; and

  • Provides financial advice to executive management including making and/or negotiating fiscal- and revenue-related decisions for budgetary and strategic planning; and

  • Performs other related duties and special projects as assigned.

Typical Qualifications

EDUCATION, TRAINING, and EXPERIENCE:

Management Analyst II:

Typical qualifying experience would be some financial, management, operational and/or analytical experience in public or private organizations that has led to the acquisition of the required knowledge, skills, and abilities.

The required knowledge, skills, and abilities also can be obtained by completion of a Bachelor's degree in Public Administration, Business Administration, Finance or a related field with one (1) to three (3) years of progressively responsible generalized or specialized management or analytical experience in a public or business setting.

Program Management Analyst:

Typical qualifying experience would be extensive experience in government programs and/or business administration and finance which has led to the acquisition of the required knowledge, skills, and abilities.

The required knowledge, skills, and abilities also can be obtained by completion of a Bachelor's degree in Public Administration, Business Administration, Finance or a related field with five (5) or more years of financial management, budget development and analysis, and fiscal forecasting experience in a large organization.

NECESSARY SPECIAL REQUIREMENTS

  • Considerable knowledge (MAII) to thorough knowledge (PMA) of financial management.

  • The ability to make effective public speaking presentations.

  • Excellent written communication skills must be demonstrated in the completion of the employment application and supplemental questionnaire.

HIGHLY DESIRED

Experience and understanding of the management of capital projects, their funding sources, and management of large, multi-departmental teams. In addition, grant writing and grant management experience.

EXAMINATION PROCESS

SUPPLEMENTAL QUESTIONNAIRE – qualifying: All applicants are required to complete and submit the questionnaire for this examination at the time of filing. TRAINING & EXPERIENCE EVALUATION: A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

If there are three (3) or fewer qualified applicants, an oral examination will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.

Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.
