Description

San Mateo County Health is seeking a highly qualified Health Communications Management Analyst to support communications and public information.

There is currently one regular vacancy in the Public Health, Policy and Planning Division located in South San Francisco, CA, with a majority of work being performed in San Mateo or remotely; will travel/drive throughout the county to perform duties of the job.

Reporting directly to the Communications Officer, this position will oversee the development of County Health’s new public-facing website, design and implement processes to evaluate the website’s impact beyond website metrics, support the communications efforts of County Health’s divisions and programs, including evaluating their reach and effectiveness, and produce standard operating guidelines and policies for communications activities such as web posting, developing social media content, responding to press inquiries, the use of branding elements, and the management of Public Records Act requests.

This Health Communications Management Analyst will assist in the writing of press releases, feature stories and other materials, and work with the County Executive Office’s communications team on positioning County Health within broader County communications efforts.

The Management Analyst will receive training in crisis communications and the Incident Command System to be able to serve as a Public Information Officer (PIO) during an emergency.

Contributing to Health Communication’s strategic planning, the Management Analyst will advise the Communications Officer and senior leadership on how communications activities can best support the department’s race and equity initiatives, evaluate the reach and impact of communications to underserved communities, and engage with program staff and community members on the ways communications can improve access to health care and other County services.

Primary duties may include, but are not limited to, the following:

  • Communicate orally, in writing or through graphic representations and statistical summaries with colleagues, managers, employees, the public, the news media, organized employee groups and representatives of various organizations.

  • Support executive team and managers in the evaluation of County Health programs across the department, including communications programs and news media engagement activities.

  • Advise the Communications Officer and department executive team on significant or controversial issues relating to department’s operations.

  • Serve as the Public Information Officer, responding to news media and public inquiries, including during emergency situations.

  • Develop policies, procedures and standard operating guidelines for public and media relations, various communications activities and publications.

  • Represent County Health in interdepartmental, community and/or professional meetings; confer with and coordinate with other County staff on a wide variety of administrative analyses and planning issues.

  • Serves a liaison to public and private organizations, community groups, and other organizations; provide information and assistance to the public regarding the programs and services; receive and respond to complaints, requests and questions relating to County Health.

  • Maintain an effective working relationship with a variety of public and private organizations, including other County departments and agencies.

  • Provide highly complex staff assistance to senior level management and related commissions and advisory boards on program issues.

  • Select, supervise, train and evaluate internal communications and graphic design staff.

  • Perform related duties as assigned.

Ideal candidate will possess:

  • Superior writing and editing skills, including familiarity with AP Style.

  • Familiarity with tools for program evaluation, including methodologies for qualitative and quantitative research.

  • Thoughtfulness, discretion and tact in advising leaders on sensitive issues and proposing solutions.

  • Ability to establish and maintain effective working relationships with those encountered on the job.

  • Excellent public speaking and presentation skills.

  • Flexibility, adaptability and a willingness to learn new skills and processes.

  • Ability to work with minimal supervision and produce superior work on deadline.

  • Coursework in journalism, communications or development is strongly preferred.

Ability to:

  • Assist in the development of goals, objectives, policies, procedures, and work standards for the department.

  • Coordinate and oversee programmatic administrative, budgeting, and/or fiscal reporting activities.

  • Perform responsible and difficult administrative work involving the use of independent judgment and personal initiative.

  • Conduct research on a wide variety of administrative topics including grant funding, contract feasibility, budget and staffing proposals, and operational alternatives.

  • Prepare clear and concise reports, correspondence, policies, procedures, and other written materials.

  • Establish and maintain a variety of filing, record keeping, and tracking systems.

  • Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines.

  • Operate and maintain modern office equipment, including computer equipment and specialized software applications programs.

  • Use English effectively to communicate in person, over the telephone, and in writing.

  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.

  • Plan, organize, and carry out assignments from management staff with minimal direction.

  • Plan and conduct effective management, administrative, and operational studies.

  • Analyze, interpret, summarize, and present administrative and technical information and data in an effective manner.

  • Use tact, initiative, prudence, and independent judgment within general policy and legal guidelines in politically sensitive situations.

  • Effectively represent the department and the County in meetings with governmental agencies, community groups, and various businesses, professional, and regulatory organizations, and in meetings with individuals.

Education and Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

  • Equivalent to graduation from an accredited four-year college or university with major coursework in business administration, public administration, or a related field.

  • At least three years of professional administrative experience is typically required for the Management Analyst level.

Licenses and Certifications:

  • Depending upon assignment, possession of a valid California Driver's License.

Candidates who pass the application screening will be invited to a panel interview (weight: 100%). Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. All examinations will be given in San Mateo County, California and applicants must participate at their own expense.
