Visit www.cdc.gov Responsibilities The CDC utilizes Direct/Expedited Hire Authorities to fill vacancies in a variety of occupations. This vacancy is a REPOSITORY of applications. Duties and responsibilities vary and may increase according to the grade level of the position. Applications may be periodically referred to hiring managers both during the open period and after the closing date. Because of the large number of applications anticipated, applicants' status will not be updated. This public notice will be used to fill the positions listed below at multiple grade levels and locations. Veterinary Medical Officer: Grades GS-11 through GS-15 Applicant Expiration: Applications will expire 4 months after submission/resubmission. To remain eligible for consideration, reapplying is required. Duties may include but are not limited to: Developing policy and objectives, appraising programs, and initiating requirements for epidemiological studies. Designing, planning and initiating epidemiologic studies, surveys, and investigations. Serving as a consultant and expert on veterinary and epidemiological issues on critical problems in the field of epidemiology. Evaluating data collection, quality control, and data utilization methods used to study epidemiological problems and issues. Serving as a project coordinator and recommending resources for epidemiologic projects. Providing day-to-day technical and scientific planning, implementation, and analysis of veterinary medical aspects of public health. Requirements Conditions of Employment Due to the Centers for Disease Control and Prevention's (CDC's) process enhancement to use Shared Certificates throughout the Agency, some of the requirements below may differ: US Citizenship is required. Males born after December 31, 1959 must be registered or exempt from Selective Service (http://www.sss.gov). May be subject to a Background/Security Investigation. Security clearance level may differ from the position announced when certificates are shared. CDC participates in the USCIS Electronic Employment Eligibility Verification Program (E-Verify). If selected, CDC will determine your employment eligibility using your social security number. Direct deposit is required. One-year probationary period may be required. This position may be subject to a Collective Bargaining Agreement. This public notice may be used to fill supervisory or managerial positions and selectees may be subject to 1 year supervisory or managerial probationary period. Positions may be filled as permanent or term appointments. This position may be subject to the OGE Financial Disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). Qualifications Basic Qualifications (GS-11-15): MEDICAL REQUIREMENTS: Must be physically & mentally able to safely & efficiently perform the full range of duties of the position without creating hazards to themselves or others DEGREE: Doctor of Veterinary Medicine (DVM) or equivalent degree, i.e., Veterinary Medical Doctor (VMD), obtained at a school or college of veterinary medicine accredited by the American Veterinary Medical Association Council on Education (AVMA). See Education section. Graduates of foreign veterinary medical schools - See Education section. Minimum Qualifications: GS-12: At least 1 year of progressively responsible professional veterinary experience equivalent to the GS-11 grade level in Federal service that demonstrates the ability to independently perform the veterinary medical duties required of the position OR Master's degree in an area of specialization, including but not limited to, animal science, avian medicine, food safety, infectious diseases, veterinary clinical sciences, pathobiology, biomedical sciences, veterinary anatomy, veterinary preventive medicine, comparative biological sciences, epidemiology, veterinary parasitology, molecular veterinary biosciences, public health, microbiology, pathology, immunology, laboratory animal medicine, toxicology, wildlife, zoological animal medicine, or sciences related to the work of a veterinary medical officer position OR Successful completion of 2 years of an internship, residency program, or fellowship training program in a discipline related to the position GS-13: At least 1 year of progressively responsible professional veterinary experience equivalent to the GS-12 grade level in Federal service, such as providing veterinary medical technical assistance and guidance on the aspects of public health issues and programs related to zoonotic diseases between humans and animals OR Ph.D. degree in an area of specialization, including but not limited to, animal science, avian medicine, food safety, infectious diseases, veterinary clinical sciences, pathobiology, biomedical sciences, veterinary anatomy, veterinary preventive medicine, comparative biological sciences, epidemiology, veterinary parasitology, molecular veterinary biosciences, public health, microbiology, pathology, immunology, laboratory animal medicine, toxicology, wildlife, zoological animal medicine, or sciences related to the work of a veterinary medical officer position OR Successful completion of 3 years of an internship, residency program, or fellowship training program in a discipline related to the position OR Successful completion of all requirements for Diplomate status in an ABVS-recognized veterinary specialty organization. Such specialties may include, but are not limited to, veterinary toxicology, laboratory animal medicine, poultry veterinary medicine, theriogenology, veterinary anesthesiology, veterinary behaviorists, veterinary clinical pharmacology, veterinary dermatology, veterinary emergency and critical care, veterinary internal medicine, veterinary microbiology, veterinary nutrition, veterinary ophthalmology, veterinary pathology, veterinary preventive medicine, veterinary radiology, veterinary medicine, and veterinary dentistry. GS-14: At least 1 year of progressively responsible professional veterinary experience equivalent to the GS-13 grade level in Federal service, such as providing veterinary and public health expertise on surveillance systems, outbreak response planning, data collection, field research, and/or related projects for the prevention and/or control of zoonotic diseases. GS-15: At least 1 year of progressively responsible professional veterinary experience equivalent to the GS-14 grade level in Federal service, such as providing veterinary, medical and/or public health expertise on surveillance systems, outbreak response planning, data collection, training, field research, and related projects for the prevention and control of zoonotic diseases. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Promotion potential: Promotion to the next grade level is at management's discretion and is based on your meeting qualifications and time-in-grade requirements, demonstrated ability to perform the higher-level duties, the continuing need for the higher-level duties, and administrative approval. Veterinary Medical Officer Education/Degree Requirements: Doctor of Veterinary Medicine (DVM)/equivalent degree, i.e., Veterinary Medical Doctor (VMD), obtained at a school/college of veterinary medicine accredited by the American Veterinary Medical Association Council on Education (AVMA). The AVMA web site, http://www.avma.org, has a listing of all AVMA-accredited veterinary medical schools. Graduates of foreign veterinary medical schools that are not accredited by the AVMA Council on Education must meet 1 of the following requirements Proof of certification of their final transcript by the Educational Commission for Foreign Veterinary Graduates (ECFVG) Possession of a permanent, full & unrestricted license to practice veterinary medicine in a State, District of Columbia, Commonwealth of Puerto Rico, or a U.S. territory that includes successful completion of the North American Veterinary Licensing Examination (NAVLE) or its predecessors, the National Board Examination (NBE) & the Clinical Competency Test (CCT) Proof that education obtained in a foreign veterinary medical program is equivalent to that gained in a veterinary medical program that is accredited by the American Veterinary Medical Association Council on Education. Under this provision, equivalency is established only if an AVMA-accredited veterinary medical school or college accepts the graduate's final transcript from the foreign veterinary medical school at full value for placement into an advanced degree, postgraduate educational program, or training program (e.g. residency or graduate program) Graduates of foreign veterinary medical programs must also provide proof of proficiency in the English language by successfully completing one of the nationally & internationally recognized examinations that incorporate assessments of reading, writing, listening & speaking skills. Examples of examinations that assess mastery of the English language: Test of English as a Foreign Language (TOEFL): Minimum scores are 560 for paper-based version; 220 for computer-based version; or overall score of 83 for internet-based version (including 26 or higher in speaking, 26 or higher in listening, & 17 or higher in writing). For computer-based & paper-based test versions, applicants must also complete the Test of Spoken English (TSE) & the Test of Written English (TWE): Minimum required scores are 55 for TSE & 5.5 for TWE OR Academic tests (listening, writing, & speaking) offered by the International English Language Testing System (IELTS): must achieve a minimum overall band score of 7.0, with at least 7.0 in speaking, 6.5 in listening, & 6.0 in writing OR Canadian Academic English Language Assessment (CAEL): must achieve a minimum overall band score of 70, with at least 60 in speaking, 60 in listening, & 50 in writing Additional Information Remote: This position has been designated as remote anywhere in the U.S/territories and: The salary listed reflects the lowest and highest potential salaries for this position.
