Job Summary

Under general direction, is responsible for assisting the respective Public Works Operations Manager in planning, scheduling, and directing the maintenance, construction, and administrative activities of the division. Exercises direct supervision over assigned staff.

This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status, and can be terminated at any time for any reason.

Work Hours

6:00 a.m. - 4:45 p.m., Monday - Thursday or Tuesday - Friday; Ability to work On-call 24/7, respond to emergencies as needed and work inclement weather events.

Essential Job Functions

  • Plans and directs construction and maintenance of related activities of the division.

  • Assists in preparing division budget.

  • Monitors project expenditures, time reports, and schedules.

  • Implements changes involving the utilization of equipment, personnel, and materials.

  • Coordinates projects with City departments, consulting engineers, and utility companies.

  • Prepares cost, time, materials, equipment, and labor estimates for projects.

  • Ensures proper care and maintenance of equipment.

  • Responds to citizens' inquiries regarding division projects.

  • Performs related duties and fulfills responsibilities as required.

Job Requirements

  • Associate Degree from an accredited college or university.

  • Five (5) years of increasingly responsible experience in planning and supervising the safe operation of medium or heavy equipment, project construction, or applicable maintenance activities, to include two (2) years of administrative or supervisory responsibility.

  • Valid Class "C" Texas Driver's License.

Preferred Qualifications

  • Storm Water Infrastructure Management experience.

  • Managerial experience.

  • Heavy equipment experience.

  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

  • Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks. If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted.

Knowledge, Skills, and Abilities

  • Knowledge of construction and maintenance practices related to construction and maintenance activities.

  • Knowledge of rules and regulations related to applicable projects and activities.

  • Knowledge of principles and practices of budget preparation and administration.

  • Knowledge of safe practices and techniques related to the operation of heavy equipment.

  • Ability to perform project cost estimating.

  • Ability to direct the activities of a large number of employees.

  • Ability to operate a computer keyboard and other basic office equipment.

  • Ability to communicate clearly and effectively.

  • Ability to establish and maintain effective working relationships with co-workers and the general public.

  • Ability to perform all physical requirements of the position, with or without accommodations.

  • Working conditions are in an office and field environment
