GENERAL DESCRIPTION:
The Senior Grants and Agreements Administration Specialist will oversee a complex portfolio of grants and agreements with a value in excess of 25 million dollars for the Wyoming State Forestry Division (WSFD) Cooperative Forestry and Good Neighbor Authority (GNA) programs. Duties and responsibilities require coordination with multiple federal agencies, programs, cooperators, sub-recipients, Division leadership, and fiscal staff; and a cooperative management approach. The specialist provides expertise and leadership in all grants and agreement matters: including fiscal and accomplishment tracking, reporting, record keeping, data analysis, systems management, and maintenance. This position ensures compliance with all grant and agreement provisions, state and federal laws, policies, and guidelines.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
Responsible for the management of the Division’s federal grants and agreements.
Responsible for the collection and submission of grant documentation to awarding entities; including award packages, quarterly, annual, and final performance reporting, modifications, and closeout.
Monitors grant and agreement-specific expenditures ensures compliance with agreement provisions, and tracks budget balances.
Tracks match accrual and allocation, compiles documentation, and maintains match database.
Completes and maintains all WSFD federal grant and agreement files with supporting documentation, and ensures compliance with state and federal record retention policies and procedures.
Oversees the programmatic side of the Amplifund Grant Management System, ensures data currency, and provides technical support to other system users.
Analyzes, prepares, and interprets specific financial information related to the WSFD federal grants to ensure accuracy and compliance with federal and state policies and procedures.
Represents Division, Cooperative Forestry, and GNA on programmatic reviews and audits.
Verifies accuracy and completeness of documentation and maintains files and records.
Performs periodic audit or review of grant and agreement fiscal data and records.
Ensures compliance with all grant and agreement provisions, laws, policies, and procedures.
Researches analyzes and resolves procedural and data-tracking questions and problems.
Researchers analyze and provide explanations concerning fiscal and data-tracking procedures to staff and management, as requested.
Provides training, technical assistance, and support to Division personnel, contractors, and cooperators.
Works cooperatively with leadership, program managers, and staff to coordinate management of grants and agreements and achieve Division and program missions and objectives.
Qualifications
PREFERENCES:
Preference may be given to candidates with WOLFS experience.
Preference may be given to candidates with experience in the Amplifund Grant Management System.
Preference may be given to candidates with experience in federal grant reporting.
Preference may be given to candidates with intermediate to advanced experience in Microsoft Excel.
KNOWLEDGE:
Knowledge of budgets and cost controls.
Knowledge of internal controls.
Knowledge of state fiscal and procurement requirements.
Knowledge of federal grant management and reporting requirements.
Knowledge of pertinent laws and program funding policies.
Knowledge of state statutes, policies, and regulations.
Skills using Microsoft Office suite, especially Excel.
Skills using computerized accounting systems.
Skills in effective written and oral communication.
Excellent interpersonal skills.
Ability to analyze financial information.
Ability to organize and prioritize responsibilities independently within established deadlines.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Business)
Experience:
0-3 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Grants and Contracts Administration Specialist II
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Grants and Contracts Administration Specialist II

PHYSICAL WORKING CONDITIONS:
- Some in-state and national travel is required.
