A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Duties: As ASAC, the incumbent is responsible for the strategic planning, development, coordination, and implementation of programs within the assigned field office that ensure the delivery of the IRS and Criminal Investigation Strategic Plans. The incumbent ensures that all investigative requirements are accomplished by subordinate Supervisory Special Agents under his/her field office. The incumbent also advises the SAC on program matters, and coordinates evaluations, activities, investigative needs, and other administrative and law enforcement matters through the Criminal Investigation function, other areas within the Service, and with other agencies. Position requires eligibility for access to Top Secret or "Q" level information. The incumbent directs and assigns work based on consideration of the difficulty and requirements of investigations. In addition, they incumbent performs periodic and comprehensive evaluations of field office program goals, objectives, and performance. The incumbent engages in long-range strategic planning initiatives by applying field office resources to the strategies set forth by headquarters and monitoring programs that require national coordination. The incumbent gives direction and advice on investigations to Supervisory Special Agents and Special Agents, as necessary. In addition, the incumbent advises and assists United States Attorneys, Department of Justice attorneys, IRS Counsel attorneys, and other officials with respect to legal proceedings, investigative matters, and operational strategies. The incumbent evaluates Supervisory Special Agents under his/her responsibility and reviews the evaluations of their employees. The incumbent identifies operational deficiencies in criminal investigative programs and initiates corrective actions. As required, protects Service employees and property during civil and other disturbances, and performs other protective assignments as requested. As a Senior Manager you will: Exercise delegated managerial authority to oversee the overall planning, directing and timely execution of a program, several program segments (each of which is managed through separate subordinate organizational units), or comparable staff functions, including development, assignment, and higher level clearance of goals and objectives for supervisors or managers of subordinate organizational unit or lower organizational levels. Approve multi year and longer range work plans developed by the supervisors or managers of subordinate organizational units and subsequently manage the overall work to enhance achievement of the goals and objectives. Oversee the revision of long range plans, goals and objectives for the work directed. Manage the development of policy changes in response to changes in levels of appropriations or other legislated changes. Manage organizational changes throughout the organization directed or major change to the structure and content of the program or program segments directed. Exercise discretionary authority to approve the allocation and distribution of funds in the organizations budget. The employment of any candidate, including a current employee or a new hire, selected for this position will be conditional on obtaining and maintaining a High-Risk Security Clearance. Possess a valid state motor vehicle operator's license upon appointment and maintain a valid license while you occupy the position. Carry and use a firearm. Maintaining firearm proficiency is also mandatory. You will be ineligible to occupy this position if at any time you have been convicted of a misdemeanor crime of domestic violence, unless you received a pardon or your conviction was expunged or set aside. Complete a pre-employment medical examination (including vision, hearing, cardiovascular and mobility of extremities) by an authorized Government physician and be determined physically fit to perform strenuous physically demanding duties. You will be required to undergo regular physical examinations and to maintain a level of physical fitness in accordance with the standards and policies of this agency. Complete or have previously completed the Criminal Investigation Training Program (CITP) course(s) at the Federal Law Enforcement Training Center (FLETC) in Glynco, GA. Qualifications Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE for IR-01:To be minimally qualified for this position you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service. To be qualifying for this position your experience should be sufficient to demonstrate: Experience with management techniques, methods, theories, principles, and labor relations concepts, to assure optimum utilization of personnel, equipment, and space for the accomplishment of all program objectives with combined technical and administrative oversight; Experience applying regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled; Experience applying basic budget management principles and practices (i.e. ability to maintain and manage financial resources); Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers. In addition to the above, to be qualified for this specific position, your experience must be sufficient to demonstrate: Thorough knowledge of Criminal Investigation mission, operations, and organization; Understanding of law enforcement, technology and personnel issues; In-depth knowledge of the operations, programs, and policies, as well as, the Criminal Investigation's Strategy Program Plan and Annual Business Plans impact on field operations; In-depth knowledge of investigative policies, prescribed investigative procedures and techniques of the Internal Revenue Service and the Treasury Department, and the criminal enforcement and prosecution policies of the Justice Department; Ability to apply that knowledge in developing criminal investigative programs for field implementation and for identifying types of violations and trends in those violations in order to make changes in investigative programs; and Authoritative and comprehensive knowledge of the rules of evidence, the Federal Rules of Criminal Procedure, and relevant Constitutional, statutory, and case law. Much of the knowledge described above can be acquired through extensive field experience as a Criminal Investigator. AND Experience in a primary/rigorous law enforcement position is a mandatory prerequisite for this supervisory position. The range will be adjusted for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages. This is a non-bargaining unit position. Tour of Duty: Day Shift Alternative work schedule, staggered work hours or telework may be available. In the event that a building is closed due to rent management, new hires may be placed in a local commuting location. Obtain and use a Government-issued charge card for business-related travel. Relocation expenses: Yes - You may qualify for reimbursement of relocation expenses in accordance with agency policy. Moving expenses are authorized. Agree to work an average of two extra hours per day. Law Enforcement Availability Pay (LEAP) has been approved to compensate for unscheduled duty in excess of the 40-hour workweek. Commuting distance for Law Enforcement Availability Pay (Required). IAW Title 5 CFR 550.182(D) the agency must determine that a criminal investigator is generally/reasonably accessible to perform unscheduled duty based on the needs of the agency. The provisions of Treasury Directive 74-06 Home-to-Work Transportation Controls paragraph 3(d) require that special agents reside within 50 miles of their official duty station to be considered for Home-to-Work transportation (only granted/waived by Treasury). Signed Mobility Agreement Telework Eligible Positions: Telework eligible positions do not guarantee telework. Employees must meet and sustain IRS telework eligibility requirements (e.g., reporting at least twice a pay period to your assigned Post of Duty (POD)) and supervisor's approval to participate in the IRS Telework Program. Employees must also be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. As a reminder - If you are selected for a position, you are responsible for reporting to your designated POD (location) on the negotiated start date or as directed by management. These positions are Temporary NTE 1 Year, May Be Extended Up To 5 Years, May Be Made Permanent and may be made permanent without further competition. While on the Temporary NTE 1 Year, you will remain assigned to your permanent post of duty and will be required to travel to a temporary CI duty location as needed.
