Federal Aviation Administration Supervisory Personnel Security Specialist in United States

Summary As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding. One vacancy will be filled at one of the duty locations listed on the Additional Information section of this announcement. Responsibilities This position is located within the Security and Hazardous Materials Safety (ASH) organization, with managerial authority over his/her assigned Branch. This position supports ASH in accomplishing mission critical responsibilities and key agency goals and objectives by implementing the requirements of the Personnel Security Program. The incumbent serves as a Branch Manager with overall authority and responsibility for the technical and administrative direction of the branch. In this capacity, he/she oversees the compliance with Personnel Security program rules and regulations; advises and consults with FAA/ASH managers on personnel security matters; administers the position sensitivity risk designation program. Directs the work of subordinate employees by setting priorities, assigning tasks, monitoring and evaluating performance, coaching and developing employee capabilities, approving leave, and taking or recommending corrective/disciplinary action as appropriate. Incumbent applies an advanced knowledge of the technical personnel security aspects of the work directed and an advanced understanding of the objectives of the major subdivision. Works under the broad program direction of the Division Manager, with delegated authority to independently manage and direct the functions of the branch with minimal direct supervision. Keeps the Division Manager informed of overall program progress and unusual or potentially controversial issues and proposed approaches to address and resolve those issues. Establishes and maintains collaborative relationships with other FAA and DOT organizations, and other Federal agencies, as necessary. Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Resolves all but unique problems without the intervention of higher level management. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution. Work performance is reviewed periodically by the Division Manager through status reports and organizational performance measures to ensure timeliness, policy compliance, and alignment with project and program objectives. The incumbent has discretion to ensure the alignment of projects and programs objectives. Performs other duties as assigned. Qualifications To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13 level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience: Executing personnel security functions to ensure employee and/or contractor personnel security processes are in compliance with agency standards, processes, and timelines. Reviewing and evaluating personnel security initiation and adjudication functions for compliance with appropriate agency policies, rules, laws, and regulations. Reviewing and ensuring proper implementation and adherence to all government suitability factors and national security eligibility guidelines.
