The primary purpose of this position is to Administrative Program /Staff Action Control Officer to the Director, Concepts, Development, and Management Office. Concepts, Development, and Management Office,11242 Waples Mills Rd Suite 400 Fairfax, VA 22030 Responsibilities Manage the CDM Enterprise Staff Action Control process/policy and serve as the principal advisor to the CDM Director, CDM Director of Operations and Air Force and Navy senior career civilians in Offices of the Secretary of the Air Force/ Concepts, Development and Management Office. Develops, implements and oversees staff policy for administrative programs and processes on matters relating to the administration management of CDM's operations and activities. Provides expert advice and recommendations to senior leadership and management officials on matters relative to the coordination, integration, and synchronization of staff actions, tasks, events, and other organizational activities. Manage CDM Enterprise official records and correspondence programs. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Responsible for providing analysis, advise and detailed courses of action relating to work performed across the Task Management, Official Correspondence and Records, and program analysis spectrum. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of USAF and DoD Intelligence Community organizations, policies, and directives to plan, understand and develop relationships and guidance to anticipate and prepare materials required to respond to communications from external activities. 2. Superior knowledge and understanding of management principles, practices, methods and techniques, and skill in integrating management services with the general management of the organization. 3. Knowledge of analytical and evaluative methods, including a wide range of qualitative and quantitative techniques, to provide analysis of diverse information and make recommendations for enhancements and improvements to the administration of programs and the resolution of problems. 4. Ability to identify current and potential problems based on daily observation or study; analyze and measure the effectiveness, efficiency, security, and productivity of analyses and develop written and oral recommendations and solutions for improvement. 5. Assignment requires a working knowledge of security policies, a proficiency in records management, and advanced written and oral communication skills sufficient to devise, justify, explain, or articulate a variety of requirements and procedures. 6. Comprehensive skills in oral communications to present sensitive information and/or recommendations on complex matters to higher authorities; skilled in written communications sufficient to develop internal procedures and directives dealing with complex issues, organize ideas and present findings in a logical manner with supporting, as well as adverse, criteria for specific issues, and to prepare material complicated by short deadlines and limited information. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
