Drodex, Inc Program Manager in Washington DC, District Of Columbia

Drodex is supporting the Office of the Assistant Secretary for Preparedness and Response (ASPR). ASPR is a public health preparedness and emergency response organization in the Office of the Secretary at the United States Department of Health and Human Services. ASPR was created under the 2006 Pandemic and All Hazards Preparedness Act (and reauthorized in the Pandemic and All Hazards Reauthorization Act of 2013) in the wake of Hurricane Katrina to lead the nation in preventing, preparing for, and responding to the adverse health effects of public health emergencies and disasters. The ASPR serves as the principal adviser to the HHS Secretary responsible for providing integrated policy coordination and strategic direction with respect to all matters related to public health, medical preparedness, and deployment of the federal response for public health emergencies and incidents. The ASPR heads a Staff Division in the Office of the Secretary, serving as the Secretary's principal advisor on issues related to bioterrorism, and leads a collaborative approach to the department's preparedness, response, and recovery portfolio. In addition to this policy responsibility, the office of the ASPR also has operational responsibilities both for the advanced research and development of MCMs, and for coordination of the federal public health and medical response to incidents. The support will assist in executing the formation of a Program Management Office for Administration for Strategic Preparedness and Response (ASPR) Office of Administration (OA) Office of Information Technology (OIT) to develop and implement a strategic plan for transition purposes.

Location:Hybrid - ASPR Headquarters (Washington, DC), with onsite support

Responsibilities

  • Provide overall Project Management support for the Office of Information Technology
  • Support the establishment of a Program Management Office (PMO) to guide OITs transition from OCIO.
  • Responsible for tracking milestones, development of strategic communications, supports the development of required congressional and agency reporting, supports the development of change management plan and providing change management support.
  • Draft and support government validation of ASPR transition training plan.
  • Support interagency work between OIT, OCIO, and other organizational stakeholders
  • Support the development of a Performance Management Plan for OIT that includes
  • Responsible for the development of briefing materials for ASPR senior leadership and OIT) to assist with the development of a strategic plan to transition and become less dependent on the HHS Office of the Chief Information Officer (OCIO) resources enabling an independent ASPR-run technology management and support capability. Performance metrics, key performance indicators (KPIs), and Service Level Agreements; supporting the federal lead in convening status update meetings.

Qualifications

  • Demonstrated skill in project management with at least 5+ years leading projects associated with Information Technology.

Required Education

  • Graduate degree, in a related field

Required Experience

  • Experience working both independently and in a team setting
  • Experience in managing teams with high levels responsibilities
  • Proven ability to handle confidential information with discretion, be adaptable to various competing demands, and demonstrate the highest level of customer/client service and response
  • Demonstrated ability to achieve high performance goals and meet deadlines in a fast- paced environment
  • Intermediate level Microsoft Office, Microsoft Visio, and Adobe Acrobat skills
  • Superior time management and project oversight skills
  • Ability to work in a fast paced environment
